| 8 | 8 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 9 | 9 | | SECTION 1. Section 15.051(a), Election Code, is amended to |
|---|
| 10 | 10 | | read as follows: |
|---|
| 11 | 11 | | (a) If the registrar receives notice under Section 13.146, |
|---|
| 12 | 12 | | 14.023, 15.053, 16.0921, or 18.0681(d) or otherwise has reason to |
|---|
| 13 | 13 | | believe that a voter's current residence is different from that |
|---|
| 14 | 14 | | indicated on the registration records, the registrar shall deliver |
|---|
| 15 | 15 | | to the voter a written confirmation notice requesting confirmation |
|---|
| 16 | 16 | | of the voter's current residence. |
|---|
| 17 | 17 | | SECTION 2. Subchapter C, Chapter 15, Election Code, is |
|---|
| 18 | 18 | | amended by adding Section 15.054 to read as follows: |
|---|
| 19 | 19 | | Sec. 15.054. CONFIRMATION NOTICE AFTER EVIDENCE OF CHANGE |
|---|
| 20 | 20 | | OF RESIDENCE. (a) At least annually the registrar shall: |
|---|
| 21 | 21 | | (1) request from the United States Postal Service any |
|---|
| 22 | 22 | | available information, including information from the National |
|---|
| 23 | 23 | | Change of Address database, indicating address reclassifications |
|---|
| 24 | 24 | | or changes of address affecting the registered voters of the |
|---|
| 25 | 25 | | county; and |
|---|
| 26 | 26 | | (2) for each voter in the county who fails to vote in |
|---|
| 27 | 27 | | any election, submit an application for a ballot to be voted by mail |
|---|
| 28 | 28 | | under Chapter 84 or 101, or submit a change in voter registration |
|---|
| 29 | 29 | | under Chapter 13 or 15 for two years from the date of a general |
|---|
| 30 | 30 | | election for state and county officers, examine real property sales |
|---|
| 31 | 31 | | and other public records to determine whether the voter changed |
|---|
| 32 | 32 | | residence to a location outside of the county. |
|---|
| 33 | 33 | | (b) If information obtained under Subsection (a) gives the |
|---|
| 34 | 34 | | registrar reason to believe a voter has changed the voter's |
|---|
| 35 | 35 | | residence to a location outside of the county, the registrar shall |
|---|
| 36 | 36 | | deliver a confirmation notice to the voter in accordance with |
|---|
| 37 | 37 | | Section 15.051. |
|---|
| 38 | 38 | | SECTION 3. This Act takes effect immediately if it receives |
|---|
| 39 | 39 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 40 | 40 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 41 | 41 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 42 | 42 | | Act takes effect September 1, 2021. |
