6	6	AN ACT
7	7	relating to the eligibility of the Concacaf Gold Cup for funding
8	8	under the Major Events Reimbursement Program.
9	9	BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
10	10	SECTION 1. Sections 478.0001(3) and (7), Government Code,
11	11	as effective April 1, 2021, are amended to read as follows:
12	12	(3) "Event" means any of the following and includes
13	13	any activity related to or associated with the following:
14	14	(A) the Academy of Country Music Awards;
15	15	(B) the Amateur Athletic Union Junior Olympic
16	16	Games;
17	17	(C) the Breeders' Cup World Championships;
18	18	(D) a game of the College Football Playoff or its
19	19	successor;
20	20	(E) the Confederation of North, Central America
21	21	and Caribbean Association Football (Concacaf) Gold Cup;
22	22	(F) an Elite Rodeo Association World
23	23	Championship;
24	24	(G) [(F)] a Formula One automobile race;
25	25	(H) [(G)] the largest event held each year at a
26	26	sports entertainment venue in this state with a permanent seating
27	27	capacity, including grandstand and premium seating, of at least
28	28	125,000;
29	29	(I) [(H)] the Major League Baseball All-Star
30	30	Game;
31	31	(J) [(I)] the Major League Soccer All-Star Game
32	32	or the Major League Soccer Cup;
33	33	(K) [(J)] a mixed martial arts championship;
34	34	(L) [(K)] the Moto Grand Prix of the United
35	35	States;
36	36	(M) [(L)] the National Association for Stock Car
37	37	Auto Racing (NASCAR):
38	38	(i) All-Star Race; or
39	39	(ii) season-ending Championship Race;
40	40	(N) [(M)] the National Basketball Association
41	41	All-Star Game;
42	42	(O) [(N)] a National Collegiate Athletic
43	43	Association Final Four tournament game;
44	44	(P) [(O)] the National Collegiate Athletic
45	45	Association men's or women's lacrosse championships;
46	46	(Q) [(P)] a national collegiate championship of
47	47	an amateur sport sanctioned by the national governing body of the
48	48	sport that is recognized by the United States Olympic Committee;

58	58	sanctioned by the United States Olympic Committee's Community
59	59	Olympic Development Program;
60	60	(V) [(U)] a presidential general election

62	62	(W) [(V)] the Professional Rodeo Cowboys
63	63	Association National Finals Rodeo;
64	64	(X) [(W)] a Super Bowl;
65	65	(Y) [(X)] the United States Open Championship;
66	66	(Z) [(Y)] a World Cup soccer game or the World
67	67	Cup soccer tournament;
68	68	(AA) [(Z)] the World Games; or
69	69	(BB) [(AA)] the X Games.
70	70	(7) "Site selection organization" means:
71	71	(A) the Academy of Country Music;
72	72	(B) the Amateur Athletic Union;
73	73	(C) the College Football Playoff Administration,
74	74	LLC, or its successor;
75	75	(D) the Commission on Presidential Debates;
76	76	(E) the Confederation of North, Central America
77	77	and Caribbean Association Football (Concacaf);
78	78	(F) the Democratic National Committee;
79	79	(G) [(F)] Dorna Sports;
80	80	(H) [(G)] the Elite Rodeo Association;
81	81	(I) [(H)] ESPN or an affiliate;
82	82	(J) [(I)] the Federation Internationale de
83	83	Football Association (FIFA);
84	84	(K) [(J)] the International World Games
85	85	Association;
86	86	(L) [(K)] Major League Baseball;
87	87	(M) [(L)] Major League Soccer;
88	88	(N) [(M)] the National Association for Stock Car
89	89	Auto Racing (NASCAR);
90	90	(O) [(N)] the National Basketball Association;
91	91	(P) [(O)] the National Collegiate Athletic

112	112	SECTION 2. Section 478.0053, Government Code, as effective
113	113	April 1, 2021, is amended to read as follows:
114	114	Sec. 478.0053. EXEMPTION FROM CERTAIN ELIGIBILITY
115	115	REQUIREMENT FOR CERTAIN LARGE VENUES. Section 478.0051(b)(1) does
116	116	not apply to an event described by Section 478.0001(3)(H)
117	117	[478.0001(3)(G)]. If an endorsing municipality or endorsing county
118	118	requests the office to make a determination under Section 478.0102
119	119	for an event described by Section 478.0001(3)(H) [478.0001(3)(G)],
120	120	the remaining provisions of this chapter apply to that event as if
121	121	the event satisfied the eligibility requirements under Section
122	122	478.0051(b)(1).
123	123	SECTION 3. This Act takes effect September 1, 2021.
