55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to the evaluation of child-care providers participating in
88 the Texas Rising Star Program.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Section 2308.3155, Government Code, is amended
1111 by adding Subsection (d) to read as follows:
1212 (d) The commission shall, using a competitive procurement
1313 process that complies with all federal and state laws, select a
1414 single entity to oversee a statewide roster of qualified assessors
1515 to evaluate child-care providers participating in the Texas Rising
1616 Star Program during the initial certification process and when a
1717 provider applies for a higher level of certification.
1818 SECTION 2. Section 2308.320, Government Code, is amended to
1919 read as follows:
2020 Sec. 2308.320. TECHNICAL ASSISTANCE FOR PROVIDERS. Each
2121 board shall provide technical assistance to Texas Rising Star
2222 Program providers and to providers seeking certification under the
2323 Texas Rising Star Program, including providing:
2424 (1) [a child development specialist to serve as an
2525 evaluator of the provider during the certification process;
2626 [(2)] a mentor or coach to a Texas Rising Star Program
2727 provider to meet regularly with the provider and provide child care
2828 resources to the provider, including developmentally appropriate
2929 books, materials, and equipment;
3030 (2) [(3)] consumer information regarding the
3131 selection of quality child care for parents of children enrolled in
3232 the program; and
3333 (3) [(4)] parenting education information for parents
3434 of children enrolled in the program, including information about
3535 parenting classes that are available in the area or on the Internet.
3636 SECTION 3. As soon as practicable after the effective date
3737 of this Act, the Texas Workforce Commission shall complete the
3838 initial competitive procurement process required under Section
3939 2308.3155(d), Government Code, as added by this Act, to select the
4040 entity to oversee a statewide roster of assessors for Texas Rising
4141 Star Program providers.
4242 SECTION 4. This Act takes effect September 1, 2021.
