| 8 | 8 | | the Texas Rising Star Program. |

| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. Section 2308.3155, Government Code, is amended |
|---|
| 11 | 11 | | by adding Subsection (d) to read as follows: |
|---|
| 12 | 12 | | (d) The commission shall, using a competitive procurement |
|---|
| 13 | 13 | | process that complies with all federal and state laws, select a |
|---|
| 14 | 14 | | single entity to oversee a statewide roster of qualified assessors |
|---|
| 15 | 15 | | to evaluate child-care providers participating in the Texas Rising |
|---|
| 16 | 16 | | Star Program during the initial certification process and when a |
|---|
| 17 | 17 | | provider applies for a higher level of certification. |
|---|
| 18 | 18 | | SECTION 2. Section 2308.320, Government Code, is amended to |
|---|
| 19 | 19 | | read as follows: |
|---|
| 20 | 20 | | Sec. 2308.320. TECHNICAL ASSISTANCE FOR PROVIDERS. Each |
|---|
| 21 | 21 | | board shall provide technical assistance to Texas Rising Star |
|---|
| 22 | 22 | | Program providers and to providers seeking certification under the |
|---|
| 23 | 23 | | Texas Rising Star Program, including providing: |
|---|
| 24 | 24 | | (1) [a child development specialist to serve as an |
|---|
| 25 | 25 | | evaluator of the provider during the certification process; |
|---|
| 26 | 26 | | [(2)] a mentor or coach to a Texas Rising Star Program |
|---|
| 27 | 27 | | provider to meet regularly with the provider and provide child care |
|---|
| 28 | 28 | | resources to the provider, including developmentally appropriate |
|---|
| 29 | 29 | | books, materials, and equipment; |
|---|
| 30 | 30 | | (2) [(3)] consumer information regarding the |
|---|
| 31 | 31 | | selection of quality child care for parents of children enrolled in |
|---|
| 32 | 32 | | the program; and |
|---|
| 33 | 33 | | (3) [(4)] parenting education information for parents |
|---|
| 34 | 34 | | of children enrolled in the program, including information about |
|---|
| 35 | 35 | | parenting classes that are available in the area or on the Internet. |
|---|
| 36 | 36 | | SECTION 3. As soon as practicable after the effective date |
|---|
| 37 | 37 | | of this Act, the Texas Workforce Commission shall complete the |
|---|
| 38 | 38 | | initial competitive procurement process required under Section |
|---|
| 39 | 39 | | 2308.3155(d), Government Code, as added by this Act, to select the |
|---|
| 40 | 40 | | entity to oversee a statewide roster of assessors for Texas Rising |
|---|
| 41 | 41 | | Star Program providers. |
|---|
| 42 | 42 | | SECTION 4. This Act takes effect September 1, 2021. |
