| 10 | 10 | | Resident Advisory Committee. |

| 11 | 11 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 12 | 12 | | SECTION 1. Section 2306.582(a), Government Code, is amended |
|---|
| 13 | 13 | | to read as follows: |
|---|
| 14 | 14 | | (a) The department shall establish colonia self-help |
|---|
| 15 | 15 | | centers in El Paso, Hidalgo, Nueces, Starr, and Webb Counties |
|---|
| 16 | 16 | | [counties], and in Cameron County to serve Cameron and Willacy |
|---|
| 17 | 17 | | Counties [counties]. If the department determines it necessary and |
|---|
| 18 | 18 | | appropriate, the department may establish a self-help center in any |
|---|
| 19 | 19 | | other county if the county is designated as an economically |
|---|
| 20 | 20 | | distressed area under Chapter 17, Water Code, for purposes of |
|---|
| 21 | 21 | | eligibility to receive funds from the Texas Water Development |
|---|
| 22 | 22 | | Board. |

| 23 | 23 | | SECTION 2. Section 2306.584(a), Government Code, is amended |
|---|
| 24 | 24 | | to read as follows: |
|---|
| 25 | 25 | | (a) The board shall appoint not fewer than six [five] |
|---|
| 26 | 26 | | persons who are residents of colonias to serve on the Colonia |
|---|
| 27 | 27 | | Resident Advisory Committee. The members of the advisory committee |
|---|
| 28 | 28 | | shall be selected from lists of candidates submitted to the board by |
|---|
| 29 | 29 | | local nonprofit organizations and the commissioners court of a |
|---|
| 30 | 30 | | county in which a self-help center is located. |
|---|
| 31 | 31 | | SECTION 3. This Act takes effect September 1, 2021. |
