Local Government ImpactAccording to the Texas Municipal League, the bill's requirement that a municipality provide notice by certified mail to each residence located within a two-mile radius of the property the municipality propose to purchase would cause a significant but indeterminate negative impact to municipalities. The City of Houston anticipates a significant negative fiscal impact, including additional costs involved with having to secure a venue that meets the two-mile radius requirement.
