55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to the requirements for a school district improvement
88 plan.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Section 11.252, Education Code, is amended by
1111 amending Subsection (a) and adding Subsection (a-1) to read as
1212 follows:
1313 (a) Each school district shall have a district improvement
1414 plan that is developed, evaluated, and revised annually, in
1515 accordance with district policy, by the superintendent with the
1616 assistance of the district-level committee established under
1717 Section 11.251. The purpose of the district improvement plan is to
1818 guide district and campus staff in the improvement of student
1919 performance for all student groups in order to attain state
2020 standards in respect to the achievement indicators adopted under
2121 Section 39.053(c). The district improvement plan must include
2222 provisions for:
2323 (1) a comprehensive needs assessment addressing:
2424 (A) district student performance on the
2525 achievement indicators, and other appropriate measures of
2626 performance, that are disaggregated by all student groups served by
2727 the district, including categories of ethnicity, socioeconomic
2828 status, sex, and populations served by special programs, including
2929 students in special education programs under Subchapter A, Chapter
3030 29; and
3131 (B) other appropriate measures of district
3232 performance, including school climate as defined by Subsection
3333 (a-1);
3434 (2) measurable district performance objectives for
3535 all appropriate achievement indicators for all student
3636 populations, including students in special education programs
3737 under Subchapter A, Chapter 29, and other measures of [student]
3838 performance that may be identified through the comprehensive needs
3939 assessment;
4040 (3) strategies for improvement of student performance
4141 that include:
4242 (A) instructional methods for addressing the
4343 needs of student groups not achieving their full potential;
4444 (B) evidence-based practices that address the
4545 needs of students for special programs, including:
4646 (i) suicide prevention programs, in
4747 accordance with Subchapter G, Chapter 38, which include a parental
4848 or guardian notification procedure;
4949 (ii) conflict resolution programs;
5050 (iii) violence prevention programs; and
5151 (iv) dyslexia treatment programs;
5252 (C) dropout reduction;
5353 (D) integration of technology in instructional
5454 and administrative programs;
5555 (E) positive behavior interventions and support,
5656 including interventions and support that integrate best practices
5757 on grief-informed and trauma-informed care;
5858 (F) staff development for professional staff of
5959 the district;
6060 (G) career education to assist students in
6161 developing the knowledge, skills, and competencies necessary for a
6262 broad range of career opportunities;
6363 (H) accelerated education; [and]
6464 (I) implementation of a comprehensive school
6565 counseling program under Section 33.005; and
6666 (J) methods for promoting a safe and supportive
6767 school climate as defined by Subsection (a-1);
6868 (4) strategies for providing to elementary school,
6969 middle school, junior high school, and high school students, those
7070 students' teachers and school counselors, and those students'
7171 parents information about:
7272 (A) higher education admissions and financial
7373 aid opportunities, including state financial aid opportunities
7474 such as the TEXAS grant program and the Teach for Texas grant
7575 program established under Chapter 56;
7676 (B) the need for students to make informed
7777 curriculum choices to be prepared for success beyond high school;
7878 and
7979 (C) sources of information on higher education
8080 admissions and financial aid;
8181 (5) resources needed to implement identified
8282 strategies;
8383 (6) staff responsible for ensuring the accomplishment
8484 of each strategy;
8585 (7) timelines for ongoing monitoring of the
8686 implementation of each improvement strategy;
8787 (8) formative evaluation criteria for determining
8888 periodically whether strategies are resulting in intended
8989 improvement of student performance;
9090 (9) the policy under Section 38.0041 addressing sexual
9191 abuse and other maltreatment of children; and
9292 (10) the trauma-informed care policy required under
9393 Section 38.036.
9494 (a-1) For purposes of Subsection (a), "school climate"
9595 means the quality and character of school life, including
9696 interpersonal relationships, teaching and learning practices, and
9797 organizational structures, as experienced by students enrolled in
9898 the school district, parents of those students, and personnel
9999 employed by the district.
100100 SECTION 2. This Act takes effect immediately if it receives
101101 a vote of two-thirds of all the members elected to each house, as
102102 provided by Section 39, Article III, Texas Constitution. If this
103103 Act does not receive the vote necessary for immediate effect, this
104104 Act takes effect September 1, 2021.
