106 WHEREAS, The increasing military capabilities of other
117 nations pose a growing threat to the United States, and in response,
128 the U.S. military is undertaking critical modernization efforts
139 across all branches; and
1410 WHEREAS, The U.S. Army has adopted a modernization plan
1511 encompassing six mutually supporting priorities, among them the
1612 Future Vertical Lift program; the FVL initiative is a research and
1713 development effort to provide the next generation of rotorcraft
1814 technology to the armed forces, improving maneuverability, range,
1915 speed, payload, survivability, and reliability while reducing
2016 logistical footprint; and
2117 WHEREAS, Key components of FVL include the Future Long-Range
2218 Assault Aircraft and Future Attack Reconnaissance Aircraft; FARA is
2319 designed to defeat defensive layers by providing much-needed aerial
2420 reconnaissance capabilities, while FLRAA will exploit opened areas
2521 to achieve air assault, air medical, and medium utility missions;
2622 and
2723 WHEREAS, FVL will enable the Army National Guard, including
2824 the Texas National Guard, to expand its mission as an operational
2925 strategic reserve; and
3026 WHEREAS, Army Futures Command, headquartered in Austin,
3127 focuses on modernization and speeding up the acquisition of
3228 platforms and technology, including FVL; Texas is both a center of
3329 the nation's aerospace and aviation industry and home to active
3430 military bases representing all branches of the military; moreover,
3531 numerous defense contractors and suppliers located in the Lone Star
3632 State play a role in strengthening military readiness; and
3733 WHEREAS, FVL is vital to the military's ability to compete in
3834 the ever-evolving threat environment, and this important program
3935 will also promote continued growth and innovation in the aerospace
4036 and defense sectors in Texas and the nation; now, therefore, be it
4137 RESOLVED, That the 87th Legislature of the State of Texas
4238 hereby express its support for the Future Vertical Lift program,
4339 including FLRAA and FARA, as part of U.S. Army modernization; and,
4440 be it further
4541 RESOLVED, That the 87th Legislature of the State of Texas
4642 hereby express support for full funding of the U.S. Army's Future
4743 Vertical Lift program, including the Future Long-Range Assault
4844 Aircraft and Future Attack Reconnaissance Aircraft; and, be it
4945 further
5046 RESOLVED, That the Texas secretary of state forward official
5147 copies of this resolution to the members of the Texas delegation to
5248 Congress as an expression of the sentiment of the Texas
5349 Legislature.
