5 | 5 | | WHEREAS, The United States Census Bureau announced on April |

6 | 6 | | 26, 2021, that the 2020 Census shows the population of the United |
---|
7 | 7 | | States on April 1, 2020 was 331,449,281, an increase of 22,703,743 |
---|
8 | 8 | | people or 7.4% from the population total in 2010; and |
---|
9 | 9 | | WHEREAS, The United States Census Bureau announced that |
---|
10 | 10 | | Texas' population on April 1, 2020 was 29,183,290; and |
---|
11 | 11 | | WHEREAS, The United States Census Bureau also apportioned |
---|
12 | 12 | | United States Representatives among the several states pursuant to |
---|
13 | 13 | | Article 1, Section 2, of the United States Constitution; and |
---|
14 | 14 | | WHEREAS, Texas received two additional congressional |
---|
15 | 15 | | representatives bringing its total Texas delegation to the U.S. |
---|
16 | 16 | | House of Representatives to 38; and |
---|
17 | 17 | | WHEREAS, Texas narrowly missed out on being allocated a third |
---|
18 | 18 | | new congressional representative, the Texas 39th congressional |
---|
19 | 19 | | district, which ranked 438th out of 435 possible congressional |
---|
20 | 20 | | seats; and |
---|
21 | 21 | | WHEREAS, Experts like the Texas State Demographer, Dr. Lloyd |
---|
22 | 22 | | Potter, have raised concerns that the 2020 Census for Texas is |
---|
23 | 23 | | likely to have a substantial undercount, meaning that the actual |
---|
24 | 24 | | enumeration of Texans is likely to be more than the census reported |
---|
25 | 25 | | population of the State; and |
---|
26 | 26 | | WHEREAS, Texas has some of the most difficult populations in |
---|
27 | 27 | | the United States to count due to its geographic size, language and |
---|
28 | 28 | | ethnic diversity, and other socio-economic factors; and |
---|
29 | 29 | | WHEREAS, An undercount of less than 1% in the Texas Census |
---|
30 | 30 | | population would yield enough new population that Texas would |
---|
31 | 31 | | likely merit another congressional representative if its true |
---|
32 | 32 | | population on April 1, 2020 were known; and |
---|
33 | 33 | | WHEREAS, An undercount of 1% will cost Texas $300,000,000 |
---|
34 | 34 | | dollars in federal funding per year; now, therefore, be it |
---|
35 | 35 | | RESOLVED, That the of the 87th Texas Legislature of the State |
---|
36 | 36 | | of Texas hereby authorizes the Attorney General of Texas to seek all |
---|
37 | 37 | | necessary relief, including seeking an adjustment to the U.S. |
---|
38 | 38 | | Census in order that the true nature of the Texas population may be |
---|
39 | 39 | | known and congressional representation may be reapportioned so that |
---|
40 | 40 | | justice may be done. |
