55 A JOINT RESOLUTION

88 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
99 SECTION 1. Article XVI, Texas Constitution, is amended by
1010 adding Section 74 to read as follows:
1111 Sec. 74. The state, acting under the exemption provisions
1212 of Section 3(a), Uniform Time Act of 1966 (15 U.S.C. Section
1313 260a(a)), is exempt from the provisions of that law that establish
1414 daylight saving time. The exemption provided by this section
1515 applies to both the portion of the state using central standard time
1616 as the official standard time and the portion of the state using
1717 mountain standard time as the official standard time.
1818 SECTION 2. The following temporary provision is added to
1919 the Texas Constitution:
2020 TEMPORARY PROVISION. (a) This temporary provision applies
2121 to the constitutional amendment proposed by the 87th Legislature,
2222 Regular Session, 2021, exempting this state from the provisions of
2323 federal law that establish daylight saving time.
2424 (b) The constitutional amendment takes effect March 1,
2525 2022.
2626 (c) This temporary provision takes effect on the adoption of
2727 the constitutional amendment by the voters and expires September 1,
2828 2022.
2929 SECTION 3. This proposed constitutional amendment shall be
3030 submitted to the voters at an election to be held November 2, 2021.
3131 The ballot shall be printed to permit voting for or against the
3232 proposition: "The constitutional amendment exempting this state
3333 from daylight saving time."
