| 2 | 2 | | WHEREAS, The city of El Paso was named an All-America City |

| 3 | 3 | | by the National Civic League on August 19, 2020; and |
|---|
| 4 | 4 | | WHEREAS, Since 1949, the National Civic League has |
|---|
| 5 | 5 | | presented this prestigious award each year to an elite group of |
|---|
| 6 | 6 | | cities that have employed inclusive civic engagement practices |
|---|
| 7 | 7 | | to successfully address local issues; in addition to fostering a |
|---|
| 8 | 8 | | sense of accomplishment and community spirit, the accolade has |
|---|
| 9 | 9 | | proven to be an economic stimulus to recognized cities; and |
|---|
| 10 | 10 | | WHEREAS, To receive the honor, a delegation from El Paso |
|---|
| 11 | 11 | | presented information on three projects that address the city's |
|---|
| 12 | 12 | | most pressing challenges and improve the quality of life for its |
|---|
| 13 | 13 | | citizens; these include a community-wide response to mental |
|---|
| 14 | 14 | | health, the creation of a "no-kill" animal shelter, and efforts |
|---|
| 15 | 15 | | to help feed and shelter Central American refugees arriving at |
|---|
| 16 | 16 | | the U.S.-Mexico border; and |
|---|
| 17 | 17 | | WHEREAS, The city has previously earned the All-America |
|---|
| 18 | 18 | | City Award three times, in 1969, 2010, and 2018; it was the only |
|---|
| 19 | 19 | | city in the Lone Star State to win in 2020; and |
|---|
| 20 | 20 | | WHEREAS, El Paso's impressive showing in this competition |
|---|
| 21 | 21 | | is a further testament to the city's commitment to the welfare of |
|---|
| 22 | 22 | | all its residents, who may take well-deserved pride in this |
|---|
| 23 | 23 | | noteworthy achievement; now, therefore, be it |
|---|
| 24 | 24 | | RESOLVED, That the Senate of the State of Texas, 87th |
|---|
| 25 | 25 | | Legislature, hereby congratulate the city of El Paso on its |
|---|
| 26 | 26 | | selection as a 2020 All-America City by the National Civic League |
|---|
| 27 | 27 | | and commend all those who ably represented the community as part |
|---|
| 28 | 28 | | of its delegation for their outstanding work; and, be it further |
|---|
| 29 | 29 | | RESOLVED, That an official copy of this Resolution be |
|---|
