5 | 5 | | WHEREAS, The passing of esteemed U.S. District Judge |

6 | 6 | | Philip Ray Martinez of El Paso on February 26, 2021, at the age of |

7 | 7 | | 63, concluded a life devoted to the cause of justice; and |
---|
8 | 8 | | WHEREAS, The son of Phil Martinez Sr. and Evangelina |
---|
9 | 9 | | Martinez, Phil Martinez was born in El Paso on July 13, 1957; he |
---|
10 | 10 | | grew up with the companionship of four siblings, Richard, Roger, |
---|
11 | 11 | | Patrick, and Rebecca, and attended Burges High School; after |
---|
12 | 12 | | earning a bachelor's degree in political science with high honors |
---|
13 | 13 | | from The University of Texas at El Paso, he went on to graduate |
---|
14 | 14 | | from Harvard Law School; and |
---|
15 | 15 | | WHEREAS, Mr. Martinez began his career in public service |
---|
16 | 16 | | in 1990, when he was elected judge of El Paso County Court at Law |
---|
17 | 17 | | No. 1; the following year, he became judge for the 327th District |
---|
18 | 18 | | Court; his appointment to the U.S. District Court for the Western |
---|
19 | 19 | | District of Texas was confirmed in 2002, and over the years, he |
---|
20 | 20 | | served the judiciary in a host of leadership roles at the local, |
---|
21 | 21 | | state, and national level; he was appointed by Chief Justice John |
---|
22 | 22 | | Roberts to the Court Administration and Case Management |
---|
23 | 23 | | Committee for the Judicial Conference of the United States, the |
---|
24 | 24 | | policy-making body of the federal courts, and he was a member of |
---|
25 | 25 | | the Executive Committee of the Federal Judges Association; and |
---|
26 | 26 | | WHEREAS, Dedicated to his alma mater, Judge Martinez |
---|
27 | 27 | | co-chaired the UTEP Centennial Commission and established a |
---|
28 | 28 | | scholarship for UTEP undergraduates; he also interviewed |
---|
29 | 29 | | aspiring Harvard students and mentored many young people; a man |
---|
30 | 30 | | of faith, he prayed the rosary and played the piano at |
---|
31 | 31 | | St. Patrick Cathedral every morning, and he served as director |
---|
32 | 32 | | and co-chair of the National Conference of Christians and Jews |
---|
33 | 33 | | and as director of the El Paso Holocaust Museum; in all his |
---|
34 | 34 | | endeavors, he was supported by the love and encouragement of his |
---|
35 | 35 | | wife of 36 years, Mayela Del Carmen Martinez, and he took great |
---|
36 | 36 | | pride in his daughters, Jaclyn and Lauren, and his grandson, |
---|
37 | 37 | | Robert; he was a caring uncle and godfather as well; and |
---|
38 | 38 | | WHEREAS, The Honorable Philip Martinez was a jurist of |
---|
39 | 39 | | tremendous intellect and integrity, and although he will be |
---|
40 | 40 | | deeply missed, those who were privileged to know him will |
---|
41 | 41 | | treasure their memories of his thoughtful, gentle ways and kind |
---|
42 | 42 | | smile; now, therefore, be it |
---|
43 | 43 | | RESOLVED, That the Senate of the State of Texas, 87th |
---|
44 | 44 | | Legislature, hereby pay tribute to the life of the Honorable |
---|
45 | 45 | | Philip Ray Martinez and extend sincere condolences to all who |
---|
46 | 46 | | mourn his passing; and, be it further |
---|
47 | 47 | | RESOLVED, That an official copy of this Resolution be |
---|
48 | 48 | | prepared for his family and that when the Texas Senate adjourns |
---|
49 | 49 | | this day, it do so in memory of Philip Martinez. |
