55 WHEREAS, The passing of esteemed U.S. District Judge
66 Philip Ray Martinez of El Paso on February 26, 2021, at the age of
77 63, concluded a life devoted to the cause of justice; and
88 WHEREAS, The son of Phil Martinez Sr. and Evangelina
99 Martinez, Phil Martinez was born in El Paso on July 13, 1957; he
1010 grew up with the companionship of four siblings, Richard, Roger,
1111 Patrick, and Rebecca, and attended Burges High School; after
1212 earning a bachelor's degree in political science with high honors
1313 from The University of Texas at El Paso, he went on to graduate
1414 from Harvard Law School; and
1515 WHEREAS, Mr. Martinez began his career in public service
1616 in 1990, when he was elected judge of El Paso County Court at Law
1717 No. 1; the following year, he became judge for the 327th District
1818 Court; his appointment to the U.S. District Court for the Western
1919 District of Texas was confirmed in 2002, and over the years, he
2020 served the judiciary in a host of leadership roles at the local,
2121 state, and national level; he was appointed by Chief Justice John
2222 Roberts to the Court Administration and Case Management
2323 Committee for the Judicial Conference of the United States, the
2424 policy-making body of the federal courts, and he was a member of
2525 the Executive Committee of the Federal Judges Association; and
2626 WHEREAS, Dedicated to his alma mater, Judge Martinez
2727 co-chaired the UTEP Centennial Commission and established a
2828 scholarship for UTEP undergraduates; he also interviewed
2929 aspiring Harvard students and mentored many young people; a man
3030 of faith, he prayed the rosary and played the piano at
3131 St. Patrick Cathedral every morning, and he served as director
3232 and co-chair of the National Conference of Christians and Jews
3333 and as director of the El Paso Holocaust Museum; in all his
3434 endeavors, he was supported by the love and encouragement of his
3535 wife of 36 years, Mayela Del Carmen Martinez, and he took great
3636 pride in his daughters, Jaclyn and Lauren, and his grandson,
3737 Robert; he was a caring uncle and godfather as well; and
3838 WHEREAS, The Honorable Philip Martinez was a jurist of
3939 tremendous intellect and integrity, and although he will be
4040 deeply missed, those who were privileged to know him will
4141 treasure their memories of his thoughtful, gentle ways and kind
4242 smile; now, therefore, be it
4343 RESOLVED, That the Senate of the State of Texas, 87th
4444 Legislature, hereby pay tribute to the life of the Honorable
4545 Philip Ray Martinez and extend sincere condolences to all who
4646 mourn his passing; and, be it further
4747 RESOLVED, That an official copy of this Resolution be
4848 prepared for his family and that when the Texas Senate adjourns
4949 this day, it do so in memory of Philip Martinez.
