11 SENATE RESOLUTION NO. 316
22 WHEREAS, Captain Richard D. Brawley is retiring from the
33 U.S. Navy on June 1, 2021, drawing to a close an exceptional
44 military career that has spanned more than three decades; and
55 WHEREAS, A native of Dallas, Richard Brawley went to the
66 Naval Academy Preparatory School before attending the U.S. Naval
77 Academy, where he graduated in 1991 with a bachelor's degree in
88 history; he later studied at the Naval War College, where he
99 received a master's degree in national security and strategic
1010 studies in 2003; and
1111 WHEREAS, Over the course of his impressive 31-year tenure
1212 in the navy, Captain Brawley served as ordnance officer aboard
1313 the USS Virginia, as navigator aboard the USS Laboon, as
1414 operations officer aboard the USS Ramage, and as combat systems
1515 officer aboard the USS Normandy; as the assistant operations
1616 officer and surface operations officer for Carrier Strike Group
1717 12, he served on the last two deployments of the USS Enterprise;
1818 and
1919 WHEREAS, Captain Brawley has also been a division officer
2020 instructor at the navy's Surface Warfare Officers School
2121 Command, a division head at the Surface Warfare Development
2222 Group, and the emergency action officer and assistant deputy
2323 director for operations at the Joint Staff; his other assignments
2424 include chief of staff and maritime operations director for U.S.
2525 Naval Central Command and the commander of the U.S. 5th Fleet, as
2626 well as director for C51 for the commander of Naval Surface
2727 Forces Atlantic; and
2828 WHEREAS, At sea, Captain Brawley has commanded the USS
2929 Patriot, the USS Nitze, and Destroyer Squadron 28; in February
3030 2019, he became the executive officer of Tactical Training Group,
3131 Atlantic, in Virginia Beach, Virginia, and since May 2020, he has
3232 been the group's commander; and
3333 WHEREAS, This exceptional officer's many decorations
3434 include the Legion of Merit, the Bronze Star, the Defense
3535 Meritorious Service Medal, the Meritorious Service Medal, and
3636 the Navy Commendation Medal, among other individual medals, and
3737 he has also been recognized with a variety of joint, unit, and
3838 campaign awards; and
3939 WHEREAS, Captain Richard Brawley's skill, experience, and
4040 dedication to duty have greatly benefited the defense of our
4141 nation and earned him the respect and admiration of his fellow
4242 officers, and he may indeed reflect with pride on a career well
4343 spent as he embarks on the next exciting chapter of his life; now,
4444 therefore, be it
4545 RESOLVED, That the Senate of the State of Texas, 87th
4646 Legislature, hereby congratulate Captain Richard D. Brawley on
4747 his retirement from the U.S. Navy and extend to him sincere best
4848 wishes for continued success and happiness; and, be it further
4949 RESOLVED, That an official copy of this Resolution be
5050 prepared for Captain Brawley as an expression of high regard from
5151 the Texas Senate.
