1	1	SENATE RESOLUTION NO. 316
2	2	WHEREAS, Captain Richard D. Brawley is retiring from the
3	3	U.S. Navy on June 1, 2021, drawing to a close an exceptional
4	4	military career that has spanned more than three decades; and
5	5	WHEREAS, A native of Dallas, Richard Brawley went to the
6	6	Naval Academy Preparatory School before attending the U.S. Naval
7	7	Academy, where he graduated in 1991 with a bachelor's degree in
8	8	history; he later studied at the Naval War College, where he
9	9	received a master's degree in national security and strategic
10	10	studies in 2003; and
11	11	WHEREAS, Over the course of his impressive 31-year tenure
12	12	in the navy, Captain Brawley served as ordnance officer aboard
13	13	the USS Virginia, as navigator aboard the USS Laboon, as
14	14	operations officer aboard the USS Ramage, and as combat systems
15	15	officer aboard the USS Normandy; as the assistant operations
16	16	officer and surface operations officer for Carrier Strike Group
17	17	12, he served on the last two deployments of the USS Enterprise;
18	18	and
19	19	WHEREAS, Captain Brawley has also been a division officer
20	20	instructor at the navy's Surface Warfare Officers School
21	21	Command, a division head at the Surface Warfare Development
22	22	Group, and the emergency action officer and assistant deputy
23	23	director for operations at the Joint Staff; his other assignments
24	24	include chief of staff and maritime operations director for U.S.
25	25	Naval Central Command and the commander of the U.S. 5th Fleet, as
26	26	well as director for C51 for the commander of Naval Surface
27	27	Forces Atlantic; and
28	28	WHEREAS, At sea, Captain Brawley has commanded the USS
29	29	Patriot, the USS Nitze, and Destroyer Squadron 28; in February
30	30	2019, he became the executive officer of Tactical Training Group,
31	31	Atlantic, in Virginia Beach, Virginia, and since May 2020, he has
32	32	been the group's commander; and
33	33	WHEREAS, This exceptional officer's many decorations
34	34	include the Legion of Merit, the Bronze Star, the Defense
35	35	Meritorious Service Medal, the Meritorious Service Medal, and
36	36	the Navy Commendation Medal, among other individual medals, and
37	37	he has also been recognized with a variety of joint, unit, and
38	38	campaign awards; and
39	39	WHEREAS, Captain Richard Brawley's skill, experience, and
40	40	dedication to duty have greatly benefited the defense of our
41	41	nation and earned him the respect and admiration of his fellow
42	42	officers, and he may indeed reflect with pride on a career well
43	43	spent as he embarks on the next exciting chapter of his life; now,
44	44	therefore, be it
45	45	RESOLVED, That the Senate of the State of Texas, 87th
46	46	Legislature, hereby congratulate Captain Richard D. Brawley on
47	47	his retirement from the U.S. Navy and extend to him sincere best
48	48	wishes for continued success and happiness; and, be it further
49	49	RESOLVED, That an official copy of this Resolution be
50	50	prepared for Captain Brawley as an expression of high regard from
51	51	the Texas Senate.
