1	1	SENATE RESOLUTION NO. 317
2	2	WHEREAS, The Senate of the State of Texas is pleased to
3	3	recognize Dr. Art Cavazos for his outstanding leadership as
4	4	superintendent of the Harlingen Consolidated Independent School
5	5	District; and
6	6	WHEREAS, A nationally recognized educational leader,
7	7	Dr. Cavazos has guided the Harlingen school district through an
8	8	era of transformation that has brought the school system a
9	9	widespread reputation as a district of choice; and
10	10	WHEREAS, Dr. Art Cavazos holds a master of education
11	11	degree from The University of Texas--Pan American and a doctorate
12	12	in education from The University of Texas at Austin; he began his
13	13	career as a math teacher in the Edinburg Consolidated Independent
14	14	School District, and he went on to serve in teaching and
15	15	administrative positions in the McAllen Independent School
16	16	District and the Mission Consolidated Independent School
17	17	District; and
18	18	WHEREAS, He joined the Harlingen Consolidated Independent
19	19	School District in 2001 as the assistant superintendent for
20	20	secondary education; he served the district as interim
21	21	superintendent and deputy superintendent for Transformation and
22	22	School Support, during which time he implemented a highly
23	23	successful digital classroom initiative, established Dual
24	24	Language Academies, and transformed school libraries into
25	25	Information Literacy Centers; and
26	26	WHEREAS, He became district superintendent in 2013, and he
27	27	oversaw the adoption of the district's Strategic Plan and its
28	28	Strategic Financial Plan, which enabled the district to address
29	29	broad-scale facility needs without incurring debt; he
30	30	established a robotics initiative and dedicated learning
31	31	academies to advance career, technical and scientific, and fine
32	32	arts education opportunities for students, and he cultivated
33	33	partnerships that fostered a greater sense of school community;
34	34	and
35	35	WHEREAS, Dr. Cavazos has served as a member of numerous
36	36	professional councils and associations, and in 2016, he was
37	37	appointed to a six-year term on the Texas State Board for
38	38	Educator Certification; he has earned national distinction for
39	39	helping to advance public education in Texas, and he has been
40	40	honored by the United States Department of Education as one of
41	41	America's top 100 school leaders; he is an esteemed voice in
42	42	Texas education and a treasured member of his community, and he
43	43	can reflect with pride on his outstanding leadership and
44	44	accomplishments; now, therefore, be it
45	45	RESOLVED, That the Senate of the State of Texas, 87th
46	46	Legislature, hereby commend Dr. Art Cavazos for his many
47	47	contributions to the state and for his skilled leadership as
48	48	superintendent of the Harlingen Consolidated Independent School
49	49	District and extend to him best wishes in all his endeavors; and,
50	50	be it further
51	51	RESOLVED, That a copy of this Resolution be prepared for
52	52	him as an expression of esteem from the Texas Senate.
