2 | 2 | | WHEREAS, The Senate of the State of Texas is pleased to |

3 | 3 | | recognize Vince Ramirez for his outstanding accomplishments with |

4 | 4 | | the Texas Department of Public Safety, the United States Drug |
---|
5 | 5 | | Enforcement Administration, and the United States Customs |
---|
6 | 6 | | Service and for his immeasurable contributions to the state in |
---|
7 | 7 | | battling the spread of illegal drugs; and |
---|
8 | 8 | | WHEREAS, Vince Ramirez entered the Department of Public |
---|
9 | 9 | | Safety Academy in 1962 and graduated in January of 1963; in 1964, |
---|
10 | 10 | | he was introduced by Governor John Connally and Department of |
---|
11 | 11 | | Public Safety Colonel Homer Garrison as one of the first Mexican |
---|
12 | 12 | | American highway patrolmen in Texas; and |
---|
13 | 13 | | WHEREAS, He worked with the department's criminal |
---|
14 | 14 | | intelligence unit in Laredo for a time before being assigned to |
---|
15 | 15 | | provide security for Governor John Connally and Lieutenant |
---|
16 | 16 | | Governor Preston Smith at the HemisFair '68 World's Fair in San |
---|
17 | 17 | | Antonio; and |
---|
18 | 18 | | WHEREAS, In 1972, Mr. Ramirez returned to Laredo; he |
---|
19 | 19 | | accepted a position with the United States Customs Service, and |
---|
20 | 20 | | in 1973, a merger occurred between the agency and the federal |
---|
21 | 21 | | Bureau of Narcotics and Dangerous Drugs to form the United States |
---|
22 | 22 | | Drug Enforcement Administration; in his role within the newly |
---|
23 | 23 | | formed agency, his responsibilities included enforcing narcotic |
---|
24 | 24 | | drug laws, controlling the importation and smuggling of illegal |
---|
25 | 25 | | drugs, and gathering intelligence on the cultivation and |
---|
26 | 26 | | movement of illegal drugs; his duties also entailed assisting the |
---|
27 | 27 | | Mexican Federal Judicial Police in the border states of |
---|
28 | 28 | | Tamaulipas, Nuevo León, and Coahuila; and |
---|
29 | 29 | | WHEREAS, He transferred in 1983 to San Antonio, where he |
---|
30 | 30 | | worked closely with the San Antonio Police Department Narcotics |
---|
31 | 31 | | Unit, and in 1985, he transferred to the United States Customs |
---|
32 | 32 | | Service and was assigned to the High Intensity Drug Trafficking |
---|
33 | 33 | | Area Task Force; and |
---|
34 | 34 | | WHEREAS, He retired in 1995 after a distinguished 32-year |
---|
35 | 35 | | career in public safety and law enforcement; it is truly fitting |
---|
36 | 36 | | that he receive special recognition; now, therefore, be it |
---|
37 | 37 | | RESOLVED, That the Senate of the State of Texas, 87th |
---|
38 | 38 | | Legislature, hereby commend Vince Ramirez on his exceptional |
---|
39 | 39 | | career and his many contributions to the war on drugs in this |
---|
40 | 40 | | country and extend to him best wishes for continued success in |
---|
41 | 41 | | all his endeavors; and, be it further |
---|
42 | 42 | | RESOLVED, That a copy of this Resolution be prepared for |

43 | 43 | | him as an expression of esteem from the Texas Senate. |
