11 SENATE RESOLUTION NO. 325
22 WHEREAS, The Senate of the State of Texas is pleased to
33 recognize Vince Ramirez for his outstanding accomplishments with
44 the Texas Department of Public Safety, the United States Drug
55 Enforcement Administration, and the United States Customs
66 Service and for his immeasurable contributions to the state in
77 battling the spread of illegal drugs; and
88 WHEREAS, Vince Ramirez entered the Department of Public
99 Safety Academy in 1962 and graduated in January of 1963; in 1964,
1010 he was introduced by Governor John Connally and Department of
1111 Public Safety Colonel Homer Garrison as one of the first Mexican
1212 American highway patrolmen in Texas; and
1313 WHEREAS, He worked with the department's criminal
1414 intelligence unit in Laredo for a time before being assigned to
1515 provide security for Governor John Connally and Lieutenant
1616 Governor Preston Smith at the HemisFair '68 World's Fair in San
1717 Antonio; and
1818 WHEREAS, In 1972, Mr. Ramirez returned to Laredo; he
1919 accepted a position with the United States Customs Service, and
2020 in 1973, a merger occurred between the agency and the federal
2121 Bureau of Narcotics and Dangerous Drugs to form the United States
2222 Drug Enforcement Administration; in his role within the newly
2323 formed agency, his responsibilities included enforcing narcotic
2424 drug laws, controlling the importation and smuggling of illegal
2525 drugs, and gathering intelligence on the cultivation and
2626 movement of illegal drugs; his duties also entailed assisting the
2727 Mexican Federal Judicial Police in the border states of
2828 Tamaulipas, Nuevo León, and Coahuila; and
2929 WHEREAS, He transferred in 1983 to San Antonio, where he
3030 worked closely with the San Antonio Police Department Narcotics
3131 Unit, and in 1985, he transferred to the United States Customs
3232 Service and was assigned to the High Intensity Drug Trafficking
3333 Area Task Force; and
3434 WHEREAS, He retired in 1995 after a distinguished 32-year
3535 career in public safety and law enforcement; it is truly fitting
3636 that he receive special recognition; now, therefore, be it
3737 RESOLVED, That the Senate of the State of Texas, 87th
3838 Legislature, hereby commend Vince Ramirez on his exceptional
3939 career and his many contributions to the war on drugs in this
4040 country and extend to him best wishes for continued success in
4141 all his endeavors; and, be it further
4242 RESOLVED, That a copy of this Resolution be prepared for
4343 him as an expression of esteem from the Texas Senate.
