55 WHEREAS, The Senate of the State of Texas honors and
66 commemorates the life of Oscar De Luna, who died March 25, 2021,
77 at the age of 64; and
88 WHEREAS, Oscar De Luna was an exemplary citizen and a
99 dedicated public servant who was widely respected and admired for
1010 his many contributions to the people of San Perlita and Willacy
1111 County; and
1212 WHEREAS, He was born on August 10, 1956, in Raymondville,
1313 to Jose and Teresa De Luna; he and his beloved wife of 48 years,
1414 Perla De Luna, were blessed with three sons, Oscar De Luna Jr.,
1515 Gabriel De Luna, and Dominic De Luna; he was also blessed with
1616 five grandchildren, Joshua, Amber, Trey, Daemian, and Izabella,
1717 and a great-grandchild, Beau, who were a source of much pride and
1818 joy for him; and
1919 WHEREAS, Mr. De Luna was dedicated to public service, and
2020 he served for 26 years as mayor of San Perlita; under his
2121 leadership, the city saw such improvements as the establishment
2222 of a fire department and fire station and the creation of a
2323 community center; and
2424 WHEREAS, In 2014, he was elected to the Willacy County
2525 Commissioners Court to represent Precinct 2, and he was reelected
2626 in 2018; he played an important role in procuring numerous grants
2727 for projects to improve the county's infrastructure, and he was
2828 active in a number of organizations dedicated to supporting
2929 county functions; and
3030 WHEREAS, Oscar De Luna was a loving family man and a
3131 tireless advocate for his constituents, and he leaves behind
3232 memories that will be treasured forever by all who were
3333 privileged to share in his life; now, therefore, be it
3434 RESOLVED, That the Senate of the State of Texas, 87th
3535 Legislature, hereby extend sincere condolences to the bereaved
3636 family of Oscar De Luna; and, be it further
3737 RESOLVED, That a copy of this Resolution be prepared for
3838 his family as an expression of deepest sympathy from the Texas
3939 Senate and that when the Senate adjourns this day, it do so in
4040 memory of Oscar De Luna.
