| 2 | 2 | | WHEREAS, Officer Kye Kuopus of the Allen Police Department |

| 3 | 3 | | demonstrated exceptional skill and composure when he helped to |

| 4 | 4 | | save a life on January 23, 2020; and |
|---|
| 5 | 5 | | WHEREAS, On that day, Kye Kuopus and a fellow officer |
|---|
| 6 | 6 | | responded to a call concerning a man who had sustained |
|---|
| 7 | 7 | | self-inflicted cut wounds on his arms; Officer Kuopus |
|---|
| 8 | 8 | | immediately assessed the situation, helped apply tourniquets to |
|---|
| 9 | 9 | | the individual's arms to stop the bleeding, and kept him calm by |
|---|
| 10 | 10 | | offering encouraging words; after emergency services personnel |
|---|
| 11 | 11 | | arrived, the patient was transported to a local hospital, where |
|---|
| 12 | 12 | | he received additional care; and |
|---|
| 13 | 13 | | WHEREAS, In recognition of his efforts, Officer Kuopus was |
|---|
| 14 | 14 | | presented with a Life Saving Bar and Certificate from the Allen |
|---|
| 15 | 15 | | PD; this esteemed public servant is a graduate of the Collin |
|---|
| 16 | 16 | | College Law Enforcement Academy, and he joined the Allen police |
|---|
| 17 | 17 | | force in 2015; a veteran of the U.S. Army, he received training as |
|---|
| 18 | 18 | | an emergency medical technician and in combat lifesaving |
|---|
| 19 | 19 | | measures and was awarded the Army Achievement Medal and the Good |
|---|
| 20 | 20 | | Conduct Medal; he grew up in North Texas and is a member of the |
|---|
| 21 | 21 | | Class of 2011 at Allen High School; and |
|---|
| 22 | 22 | | WHEREAS, Through his swift and decisive action, Officer |
|---|
| 23 | 23 | | Kye Kuopus played a critical role in preventing a dire situation |
|---|
| 24 | 24 | | from becoming a tragedy, and he is a source of great pride to his |
|---|
| 25 | 25 | | colleagues and his community; now, therefore, be it |
|---|
| 26 | 26 | | RESOLVED, That the Senate of the State of Texas, 87th |
|---|
| 27 | 27 | | Legislature, hereby commend Officer Kye Kuopus for helping to |
|---|
| 28 | 28 | | save the life of a fellow citizen and extend to him sincere best |
|---|
| 29 | 29 | | wishes for continued success in his important work; and, be it |
|---|

| 31 | 31 | | RESOLVED, That an official copy of this Resolution be |
