55 WHEREAS, The Senate of the State of Texas honors and
66 commemorates the life of Roy Quillin Minton, who died
77 March 25, 2021, at the age of 89; and
88 WHEREAS, Roy Minton was born on November 9, 1931, in
99 Dallas, and he grew up in the University Park neighborhood until
1010 moving with his family to Denton in 1940; the tragic death of his
1111 father during his teenage years was a traumatic event after which
1212 Roy felt compelled to take a significant leadership role in his
1313 family; the sense of responsibility that ensued became a trait
1414 that he gladly embraced for the rest of his life; and
1515 WHEREAS, After attending Schreiner College, Roy served the
1616 nation with distinction as a fighter pilot in the United States
1717 Air Force and as a flight commander captain for the Texas Air
1818 National Guard; and
1919 WHEREAS, While a student at North Texas State University,
2020 he met and married the love of his life, Barbara LaJoy Francis,
2121 and they enjoyed nearly 65 years of marriage together; they were
2222 blessed with five children, David, Emily, Burton, Franklin, and
2323 Perry, and their 11 grandchildren and two great-grandsons were a
2424 source of much pride and joy for him; and
2525 WHEREAS, A few years after starting their family, Roy and
2626 Barbara moved to Austin, and Roy graduated with honors from The
2727 University of Texas School of Law; he began his legal career by
2828 serving in the Travis County District Attorney's Office; in 1963,
2929 he established a law firm with Perry Jones that would later
3030 become Minton, Burton, Foster, and Collins; and
3131 WHEREAS, Under his leadership, Minton, Burton, Foster, and
3232 Collins became one of the premier criminal defense firms in
3333 Austin; it also became well known for representing many complex
3434 civil litigation matters; at the core of Roy's success in his
3535 fierce advocacy for his clients and friends was his epic skill as
3636 a strategist and a storyteller; the firm's downtown office was a
3737 noted gathering place for the city's high-profile citizens to
3838 discuss political strategy, legal counsel, and a wide variety of
3939 issues; and
4040 WHEREAS, Roy Minton was an extraordinary lawyer and a man of
4141 courage, determination, and generosity who gave unselfishly to
4242 others; he was an avid outdoorsman, and his famous Fourth of July
4343 gatherings on the Guadalupe River will long be remembered with
4444 affection by all who were privileged to share in his life; and
4545 WHEREAS, He was a devoted husband, father, and grandfather,
4646 and he leaves behind memories that will be treasured forever by his
4747 family and countless friends; now, therefore, be it
4848 RESOLVED, That the Senate of the State of Texas, 87th
4949 Legislature, hereby extend sincere condolences to the bereaved
5050 family of Roy Quillin Minton; and, be it further
5151 RESOLVED, That a copy of this Resolution be prepared for
5252 his family as an expression of deepest sympathy from the Texas
5353 Senate and that when the Senate adjourns this day, it do so in
5454 memory of Roy Minton.
