| 2 | 2 | | WHEREAS, The Senate of the State of Texas is pleased to |

| 3 | 3 | | recognize Dr. Narciso Garcia for his long and distinguished |
|---|
| 4 | 4 | | career in the field of education; and |
|---|
| 5 | 5 | | WHEREAS, Dr. Garcia has served with distinction for many |
|---|
| 6 | 6 | | years as an administrator in school districts across the Rio |
|---|
| 7 | 7 | | Grande Valley; he served as superintendent of schools for the La |
|---|
| 8 | 8 | | Villa Independent School District, and during his tenure, he |
|---|
| 9 | 9 | | established the first Early College High School in the Delta area |
|---|
| 10 | 10 | | of the Rio Grande Valley; and |
|---|
| 11 | 11 | | WHEREAS, In 2014, he became deputy superintendent of the |
|---|
| 12 | 12 | | Pharr - San Juan - Alamo Independent School District; as deputy |
|---|
| 13 | 13 | | superintendent, he oversaw the implementation of programs in |
|---|
| 14 | 14 | | such areas as career and technical education, college readiness, |
|---|
| 15 | 15 | | curriculum and instruction, and bilingual and dual language |
|---|
| 16 | 16 | | education; and |
|---|
| 17 | 17 | | WHEREAS, In 2017, he joined Vanguard Academy, which has |
|---|
| 18 | 18 | | recorded unprecedented growth during his tenure; the academy |
|---|
| 19 | 19 | | currently has three Early College High Schools, one of which is |
|---|
| 20 | 20 | | designated as a Texas Science, Technology, Engineering, and |
|---|
| 21 | 21 | | Mathematics campus; under his leadership, the academy has also |
|---|
| 22 | 22 | | introduced a Dual Language Program; and |
|---|
| 23 | 23 | | WHEREAS, An exemplary educator and administrator, |
|---|
| 24 | 24 | | Dr. Garcia is admired by his colleagues and the community, and it |
|---|
| 25 | 25 | | is truly fitting that he receive special recognition; now, |
|---|
| 26 | 26 | | therefore, be it |
|---|
| 27 | 27 | | RESOLVED, That the Senate of the State of Texas, 87th |
|---|
| 28 | 28 | | Legislature, hereby commend Dr. Narciso Garcia on his |
|---|
| 29 | 29 | | exceptional contributions to quality education in the Rio Grande |
|---|
| 30 | 30 | | Valley and extend to him best wishes for continued success in all |
|---|
| 31 | 31 | | his endeavors; and, be it further |
|---|
| 32 | 32 | | RESOLVED, That a copy of this Resolution be prepared for |
|---|
| 33 | 33 | | him as an expression of esteem from the Texas Senate. |
