| 2 | 2 | | WHEREAS, The Texas Municipal Clerks Association is |

| 3 | 3 | | celebrating its 35th anniversary in 2021; and |
|---|
| 4 | 4 | | WHEREAS, Incorporated on June 27, 1986, TMCA supports city |
|---|
| 5 | 5 | | secretaries and clerks as they strive to become leaders in their |
|---|
| 6 | 6 | | fields of governance; the group can trace its origins even |
|---|
| 7 | 7 | | further back to 1952, when its predecessor, the Association of |
|---|
| 8 | 8 | | City Clerks and Secretaries of Texas, was organized in Dallas at |
|---|
| 9 | 9 | | the annual meeting of what is now known as the International |
|---|
| 10 | 10 | | Institute of Municipal Clerks; and |
|---|
| 11 | 11 | | WHEREAS, TMCA is headquartered at the University of North |
|---|
| 12 | 12 | | Texas and provides professional development through training, |
|---|
| 13 | 13 | | mentorship, and networking for novice and experienced clerks |
|---|
| 14 | 14 | | alike; its educational programs foster adherence to the highest |
|---|
| 15 | 15 | | ethical standards and promote superior performance; and |
|---|
| 16 | 16 | | WHEREAS, The association administers the Texas Municipal |
|---|
| 17 | 17 | | Clerks Certification Program, the state's only university-level |
|---|
| 18 | 18 | | professional education program for city clerks and city |
|---|
| 19 | 19 | | secretaries; established by the legislature in 1985, it is one of |
|---|
| 20 | 20 | | the oldest such programs in the country; Texas Registered |
|---|
| 21 | 21 | | Municipal Clerks must obtain recertification every five years, |
|---|
| 22 | 22 | | and the program is recognized by the International Institute of |
|---|
| 23 | 23 | | Municipal Clerks; and |
|---|
| 24 | 24 | | WHEREAS, Today, TMCA has 17 chapters and more than 1,000 |
|---|
| 25 | 25 | | members across the Lone Star State; the number of clerks holding |
|---|
| 26 | 26 | | TRMC designation is expected to exceed 1,000 in 2021; and |
|---|
| 27 | 27 | | WHEREAS, Municipal clerks are problem-solvers who further |
|---|
| 28 | 28 | | continuity of purpose and policy while serving as a direct link |
|---|
| 29 | 29 | | between residents and local government, and TMCA plays a vital |
|---|
| 30 | 30 | | role in strengthening their effectiveness and commitment to |
|---|
| 31 | 31 | | excellence; now, therefore, be it |
|---|
| 32 | 32 | | RESOLVED, That the Senate of the State of Texas, 87th |
|---|
| 33 | 33 | | Legislature, hereby congratulate the Texas Municipal Clerks |
|---|
| 34 | 34 | | Association on its 35th anniversary and extend to the |
|---|
| 35 | 35 | | organization and its members sincere best wishes for continued |
|---|
| 36 | 36 | | success in their important work; and, be it further |
|---|
| 37 | 37 | | RESOLVED, That an official copy of this Resolution be |
