55 WHEREAS, The Senate of the State of Texas honors and
66 commemorates the life of the Honorable George P. Kazen, who died
77 April 27, 2021, at the age of 81; and
88 WHEREAS, George Kazen was an exemplary citizen and a highly
99 regarded federal judge whose fairness, integrity, and thorough
1010 knowledge of the law had a profound impact on jurisprudence in
1111 our state and nation; and
1212 WHEREAS, Born on February 29, 1940, he grew up in Laredo
1313 and attended Saint Joseph's Academy; he went on to earn a degree
1414 from The University of Texas School of Law, where he was a member
1515 of the Law Review; and
1616 WHEREAS, Judge Kazen was nominated by President Jimmy
1717 Carter to a seat on the United States District Court in 1979, and
1818 he served with distinction for nearly 40 years with the Laredo
1919 Division of the Southern District of Texas; he served as chief
2020 judge for the district from 1996 to 2003, and he was appointed to
2121 the Foreign Intelligence Surveillance Court in 2003; and
2222 WHEREAS, He assumed senior status in 2009 but remained
2323 active, and he continued to handle a third of the Laredo
2424 Division's civil and criminal docket until his retirement in
2525 2018; in recognition of his years of exceptional service, the
2626 federal courthouse in Laredo was named in his honor; and
2727 WHEREAS, A devout Catholic who practiced his faith in his
2828 daily life, Judge Kazen was involved in supporting a number of
2929 charitable Catholic organizations, and he served as a member of
3030 the Red Mass planning committee for the Diocese of Laredo since
3131 its inception in 2000; and
3232 WHEREAS, He was a devoted husband to the late Barbara Ann
3333 Kazen and a loving father to his four children; he was respected
3434 and admired by all who were privileged to share in his life, and
3535 he leaves behind memories that will be treasured forever by his
3636 family and his countless friends; now, therefore, be it
3737 RESOLVED, That the Senate of the State of Texas, 87th
3838 Legislature, hereby extend sincere condolences to the bereaved
3939 family of George P. Kazen; and, be it further
4040 RESOLVED, That a copy of this Resolution be prepared for
4141 his family as an expression of deepest sympathy from the Texas
4242 Senate and that when the Senate adjourns this day, it do so in
4343 memory of George Kazen.
