11 SENATE RESOLUTION NO. 506
22 WHEREAS, The Senate of the State of Texas is pleased to
33 recognize Justice John E. Neill on his exemplary law career and his
44 outstanding service as justice on the Tenth Court of Appeals; and
55 WHEREAS, A graduate of Saint Mary's University School of
66 Law, John Neill devoted 12 years to the private practice of law;
77 he represented both individuals and businesses and primarily
88 handled civil matters; he has been board certified in family law
99 by the Texas Board of Legal Specialization since 1994 and was
1010 recently certified in child welfare law; and
1111 WHEREAS, Justice Neill began his distinguished career in
1212 judicial service in 1998, when he was appointed to serve as judge
1313 of the 18th District Court by Governor George W. Bush; in this
1414 role, he presided over felony criminal, civil, family, and Child
1515 Protective Services cases in Johnson and Somervell Counties; he
1616 is proud to have brought the Court Appointed Special Advocates
1717 (CASA) program to Johnson County, and he was honored to have been
1818 reelected for five consecutive terms; and
1919 WHEREAS, Justice Neill was appointed by Governor Abbott to
2020 the Tenth Court of Appeals and took the bench in February of 2019;
2121 he has since authored more than 250 opinions for the court
2222 regarding criminal, civil, family, and Child Protective Services
2323 appeals cases from the trial courts in the 18-county district; and
2424 WHEREAS, A highly esteemed judge and legal expert, Justice
2525 Neill is a life member of the Texas Bar Foundation, an honor
2626 bestowed on less than two percent of Texas attorneys, and he has
2727 been admitted to practice law before the Supreme Court of the
2828 United States; he is an exemplary public servant, and he is
2929 indeed deserving of special recognition for his many
3030 professional accomplishments and his invaluable contributions to
3131 the judicial system of the Lone Star State; now, therefore, be it
3232 RESOLVED, That the Senate of the State of Texas, 87th
3333 Legislature, hereby commend Justice John E. Neill for his
3434 exceptional service to the citizens of Texas as justice on the
3535 Tenth Court of Appeals and extend to him sincere best wishes for
3636 the future; and, be it further
3737 RESOLVED, That a copy of this Resolution be prepared for
3838 him as an expression of esteem from the Texas Senate.
