2 | 2 | | WHEREAS, The Senate of the State of Texas is pleased to |

3 | 3 | | recognize Justice John E. Neill on his exemplary law career and his |
---|
4 | 4 | | outstanding service as justice on the Tenth Court of Appeals; and |
---|
5 | 5 | | WHEREAS, A graduate of Saint Mary's University School of |
---|
6 | 6 | | Law, John Neill devoted 12 years to the private practice of law; |
---|
7 | 7 | | he represented both individuals and businesses and primarily |
---|
8 | 8 | | handled civil matters; he has been board certified in family law |
---|
9 | 9 | | by the Texas Board of Legal Specialization since 1994 and was |
---|
10 | 10 | | recently certified in child welfare law; and |
---|
11 | 11 | | WHEREAS, Justice Neill began his distinguished career in |
---|
12 | 12 | | judicial service in 1998, when he was appointed to serve as judge |
---|
13 | 13 | | of the 18th District Court by Governor George W. Bush; in this |
---|
14 | 14 | | role, he presided over felony criminal, civil, family, and Child |
---|
15 | 15 | | Protective Services cases in Johnson and Somervell Counties; he |
---|
16 | 16 | | is proud to have brought the Court Appointed Special Advocates |
---|
17 | 17 | | (CASA) program to Johnson County, and he was honored to have been |
---|
18 | 18 | | reelected for five consecutive terms; and |
---|
19 | 19 | | WHEREAS, Justice Neill was appointed by Governor Abbott to |
---|
20 | 20 | | the Tenth Court of Appeals and took the bench in February of 2019; |
---|
21 | 21 | | he has since authored more than 250 opinions for the court |
---|
22 | 22 | | regarding criminal, civil, family, and Child Protective Services |
---|
23 | 23 | | appeals cases from the trial courts in the 18-county district; and |
---|
24 | 24 | | WHEREAS, A highly esteemed judge and legal expert, Justice |
---|
25 | 25 | | Neill is a life member of the Texas Bar Foundation, an honor |
---|
26 | 26 | | bestowed on less than two percent of Texas attorneys, and he has |
---|
27 | 27 | | been admitted to practice law before the Supreme Court of the |
---|
28 | 28 | | United States; he is an exemplary public servant, and he is |
---|
29 | 29 | | indeed deserving of special recognition for his many |
---|
30 | 30 | | professional accomplishments and his invaluable contributions to |
---|
31 | 31 | | the judicial system of the Lone Star State; now, therefore, be it |
---|
32 | 32 | | RESOLVED, That the Senate of the State of Texas, 87th |
---|
33 | 33 | | Legislature, hereby commend Justice John E. Neill for his |
---|
34 | 34 | | exceptional service to the citizens of Texas as justice on the |
---|
35 | 35 | | Tenth Court of Appeals and extend to him sincere best wishes for |
---|
36 | 36 | | the future; and, be it further |

37 | 37 | | RESOLVED, That a copy of this Resolution be prepared for |

38 | 38 | | him as an expression of esteem from the Texas Senate. |
