11 SENATE RESOLUTION NO. 512
22 WHEREAS, The Senate of the State of Texas is pleased to
33 recognize the Community Historical Archaeology Project with
44 Schools (CHAPS) program of The University of Texas Rio Grande
55 Valley on receiving the 2020 Governor's Award for Historic
66 Preservation; and
77 WHEREAS, The state's most prestigious honor for historic
88 preservation, the Governor's Award has been presented by the
99 Texas Historical Commission since 1991 to individuals and
1010 organizations for outstanding efforts in preserving the cultural
1111 and historic resources of Texas; and
1212 WHEREAS, Established in 2009 by founding director
1313 Dr. Russell Skowronek, CHAPS brings scholars from UTRGV into
1414 area schools to train students from kindergarten through high
1515 school in the stewardship of natural resources and historical
1616 sites; the program helps create archaeologically and
1717 historically literate citizens while preparing them for
1818 continuing studies in science, technology, engineering, and
1919 mathematics; and
2020 WHEREAS, Under the direction of Dr. Walter Díaz, dean of
2121 the College of Liberal Arts, the program is currently led by
2222 associate director Dr. Christopher L. Miller of the Department
2323 of History, co-director Dr. Juan Gonzalez of the School of Earth,
2424 Environmental, and Marine Sciences, and project director Roseann
2525 Bacha-Garza of the Department of Anthropology, and it also
2626 utilizes the talents of UTRGV faculty from the biology,
2727 communication, education, and geology departments; in addition,
2828 it has forged beneficial partnerships with the National Park
2929 Service, the Museum of South Texas History, the Zapata County
3030 Museum of History, Revive Fort Ringgold, the Webb County Heritage
3131 Foundation, and the Historic Brownsville Museum; and
3232 WHEREAS, The program's traveling exhibits, War and Peace on
3333 the Rio Grande 1861-1867 and Discovering Fort Brown: The First
3434 Military Border Post in Texas, have been on display at museums
3535 and other sites from Laredo to Corpus Christi and have drawn more
3636 than 40,000 visitors, and CHAPS and its faculty have been
3737 featured on many local, state, national, and international media
3838 broadcast outlets, including National Public Radio and the BBC
3939 World Service; and
4040 WHEREAS, In addition to the Governor's Award, the program
4141 has received the 2020 Mary Faye Barnes Award for Excellence in
4242 Community History Projects from the Texas Oral History
4343 Association; its earlier awards have included the Daniel G.
4444 Roberts Award for Excellence in Public Historical Archaeology
4545 from the Society for Historical Archaeology, the THC Award of
4646 Merit, and the Distinguished Service Award for Outstanding
4747 Contributions of Service to Texas Archeology from the Texas
4848 Archeological Society, among others; and
4949 WHEREAS, A unique and dynamic educational program, CHAPS
5050 has inspired countless young people to explore and engage with
5151 the rich history and natural wonders of this important region of
5252 the Lone Star State, and it is truly deserving of this notable
5353 accolade; now, therefore, be it
5454 RESOLVED, That the Senate of the State of Texas, 87th
5555 Legislature, hereby congratulate the Community Historical
5656 Archaeology Project with Schools on its receipt of the 2020
5757 Governor's Award for Historic Preservation and extend to all
5858 those associated with the program sincere best wishes for
5959 continued success; and, be it further
6060 RESOLVED, That a copy of this Resolution be prepared for
6161 CHAPS as an expression of esteem from the Texas Senate.
