| 5 | 5 | | WHEREAS, Family and friends will long cherish their |
|---|
| 6 | 6 | | memories of Brother David Randolph Penney of Tyler, who died on |
|---|
| 7 | 7 | | January 11, 2021, at the age of 86; and |
|---|
| 8 | 8 | | WHEREAS, Randy Penney was born in Mount Enterprise on |
|---|
| 9 | 9 | | May 27, 1934, to Henry and Claudia Penney, and he grew up with |
|---|
| 10 | 10 | | three siblings, Sue, Margaret, and Billy; answering his nation's |
|---|
| 11 | 11 | | call to duty, he served with the U.S. Army in Korea; and |
|---|
| 12 | 12 | | WHEREAS, In 1957, Mr. Penney became a minister, and he |
|---|
| 13 | 13 | | served at Baptist churches across East Texas for 52 years until |
|---|
| 14 | 14 | | he retired from Zion Hill Missionary Baptist Church in Minden; he |
|---|
| 15 | 15 | | often visited nursing homes and hospitals to preach to those who |
|---|
| 16 | 16 | | could not make it to church, and in retirement he continued to |
|---|
| 17 | 17 | | share his hand-typed sermons with loved ones; and |
|---|
| 18 | 18 | | WHEREAS, Brother Penney was the proud father of two |
|---|
| 19 | 19 | | children, Pam and Perry, and he was later blessed with two |
|---|
| 20 | 20 | | grandchildren and a great-grandchild; in July 1997, he married |
|---|
| 21 | 21 | | Betty Ruth Simmons, and the couple shared their lives for 23 |
|---|
| 22 | 22 | | years, until her death on January 9, only two days prior to |
|---|
| 23 | 23 | | his; and |
|---|
| 24 | 24 | | WHEREAS, Randy Penney lived a rich and purposeful life |
|---|
| 25 | 25 | | devoted to his family, his community, and his faith, and he will |
|---|
| 26 | 26 | | be deeply missed by all who held him dear; now, therefore, be it |
|---|
| 27 | 27 | | RESOLVED, That the Senate of the State of Texas, 87th |
|---|
| 28 | 28 | | Legislature, hereby pay tribute to the memory of Brother David |
|---|
| 29 | 29 | | Randolph Penney and extend heartfelt sympathy to the members of |
|---|
| 30 | 30 | | his family: to his daughter, Pam Helgeson, and her husband, |
|---|
| 31 | 31 | | John; to his son, Perry Penney; to his granddaughters, Megan |
|---|
| 32 | 32 | | Hughet and her husband, John, and Lori Beth Fountain and her |
|---|
| 33 | 33 | | husband, David; to his great-grandson, Sam Hughet; and to his |
|---|
| 34 | 34 | | other relatives and many friends; and, be it further |

| 35 | 35 | | RESOLVED, That an official copy of this Resolution be |

| 36 | 36 | | prepared for his family and that when the Texas Senate adjourns |
