| 8 | 8 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 9 | 9 | | SECTION 1. Subchapter A, Chapter 253, Election Code, is |
|---|
| 10 | 10 | | amended by adding Section 253.008 to read as follows: |
|---|
| 11 | 11 | | Sec. 253.008. LIMITATION ON CAMPAIGN CONTRIBUTIONS. (a) A |
|---|
| 12 | 12 | | person may not knowingly make or authorize the making of a campaign |
|---|
| 13 | 13 | | contribution to a candidate for statewide office or the |
|---|
| 14 | 14 | | legislature, or to a specific-purpose committee supporting the |
|---|
| 15 | 15 | | candidate or opposing the candidate's opponent, in an amount that |
|---|
| 16 | 16 | | exceeds $5,000 for the election in which the candidate is involved. |
|---|
| 17 | 17 | | (b) A political committee may not knowingly make or |
|---|
| 18 | 18 | | authorize the making of a campaign contribution to a candidate for |
|---|
| 19 | 19 | | statewide office or the legislature, or to a specific-purpose |
|---|
| 20 | 20 | | committee supporting the candidate or opposing the candidate's |
|---|
| 21 | 21 | | opponent, in an amount that exceeds $10,000 for the election in |
|---|
| 22 | 22 | | which the candidate is involved. |
|---|
| 23 | 23 | | SECTION 2. Section 253.157(a-1), Election Code, is amended |
|---|
| 24 | 24 | | to read as follows: |
|---|
| 25 | 25 | | (a-1) A judicial candidate or officeholder may not |
|---|
| 26 | 26 | | knowingly accept political contributions from a general-purpose |
|---|
| 27 | 27 | | committee that, in the aggregate, exceed the contribution limits |
|---|
| 28 | 28 | | prescribed by this subsection in connection with an election in |
|---|
| 29 | 29 | | which the judicial candidate's name appears on the ballot. The |
|---|
| 30 | 30 | | contribution limits under this subsection are: |
|---|
| 31 | 31 | | (1) for a statewide judicial office, $10,000 |
|---|
| 32 | 32 | | [$25,000]; or |
|---|
| 33 | 33 | | (2) for any other judicial office, $5,000. |
|---|
| 34 | 34 | | SECTION 3. The changes in law made by this Act apply only to |
|---|
| 35 | 35 | | a campaign contribution made on or after the effective date of this |
|---|
| 36 | 36 | | Act. A campaign contribution made before the effective date of this |
|---|
| 37 | 37 | | Act is governed by the law in effect when the contribution was made |
|---|
| 38 | 38 | | and is not aggregated with campaign contributions made on or after |
|---|
| 39 | 39 | | that date. |
|---|
| 40 | 40 | | SECTION 4. This Act takes effect on the 91st day after the |
|---|
| 41 | 41 | | last day of the legislative session. |
