77 relating to the use of demand response technology to reduce energy
88 consumption in state-owned buildings.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Subchapter I, Chapter 2166, Government Code, is
1111 amended by adding Section 2166.4021 to read as follows:
1212 Sec. 2166.4021. DEMAND RESPONSE TECHNOLOGY FOR STATE
1313 BUILDINGS. (a) The commission by rule shall adopt guidelines for
1414 the required use of demand response technology in state-owned
1515 buildings, including buildings otherwise exempt from this chapter
1616 under Section 2166.003, to reduce energy consumption for the
1717 buildings in response to energy supply constraints.
1818 (b) The guidelines adopted under Subsection (a) must
1919 require the remote reduction of building energy consumption by at
2020 least 30 percent during:
2121 (1) weather or energy emergencies; and
2222 (2) peak demand days as determined by the independent
2323 organization certified under Section 39.151, Utilities Code.
2424 SECTION 2. The Texas Facilities Commission shall adopt the
2525 guidelines required by Section 2166.4021, Government Code, as added
2626 by this Act, not later than February 1, 2022.
2727 SECTION 3. This Act takes effect on the 91st day after the
2828 last day of the legislative session.
