55 R E S O L U T I O N
66 WHEREAS, A life lived with joy and purpose drew to a close
77 with the passing of Stephen C. Helbing Sr. on May 31, 2021, at the
88 age of 94; and
99 WHEREAS, The son of Ruby Couch Helbing and Dr. Arlington
1010 Helbing, Steve Helbing was born in Barnhart on February 12, 1927;
1111 his parents moved to San Angelo to provide him with better
1212 educational opportunity, and he spent happy boyhood summers on his
1313 maternal grandfather's ranch near Ozona; during World War II, he
1414 served in the U.S. Navy, and he went on to complete his bachelor's
1515 degree in agricultural economics at Texas A&M University; he began
1616 working for Hughes Tools in Jayton, and his long career in the oil
1717 industry later took him to New Mexico, Oklahoma, and Colorado; an
1818 admired entrepreneur, he served as president of the New Mexico Oil
1919 and Gas Association and New Mexico Landmen's Association; he
2020 continued the family ranching tradition and also bought a farm near
2121 Mertzon; and
2222 WHEREAS, Mr. Helbing served as a New Mexico state
2323 representative and Republican Party leader; active in civic life in
2424 Midland and Roswell, he was chair of the Roswell Salvation Army for
2525 many years, and he was an elder in the Presbyterian Church; he
2626 formed a host of lasting friendships along the way and acquired a
2727 large store of Aggie jokes from his network; in all his endeavors,
2828 he was supported by the love and encouragement of his wife of seven
2929 decades, Ellen Saylors Helbing; he was the proud father of four
3030 sons, Stephen, Scott, Ross, and Robert, who honored him on his 80th
3131 birthday by endowing a scholarship in agricultural economics at his
3232 alma mater; blessed with nine grandchildren, he was an adoring
3333 "Pop-Pop"; in his final years, his greatest joy was sitting on the
3434 porch of his farm with his wife and other family members, telling
3535 stories and sharing laughter and life lessons; and
3636 WHEREAS, Although Steve Helbing is deeply missed by those he
3737 left behind, they will forever cherish their memories of his
3838 wonderful sense of humor and steadfast devotion to his family, his
3939 faith, and his country; now, therefore, be it
4040 RESOLVED, That the House of Representatives of the 87th Texas
4141 Legislature, 1st Called Session, hereby pay tribute to the life of
4242 Stephen C. Helbing Sr. and extend sincere condolences to his
4343 relatives and friends; and, be it further
4444 RESOLVED, That an official copy of this resolution be
4545 prepared for his family and that when the Texas House of
4646 Representatives adjourns this day, it do so in memory of Stephen C.
4747 Helbing Sr.
