| 6 | 6 | | WHEREAS, A life lived with joy and purpose drew to a close |
|---|
| 7 | 7 | | with the passing of Stephen C. Helbing Sr. on May 31, 2021, at the |
|---|
| 8 | 8 | | age of 94; and |
|---|
| 9 | 9 | | WHEREAS, The son of Ruby Couch Helbing and Dr. Arlington |
|---|
| 10 | 10 | | Helbing, Steve Helbing was born in Barnhart on February 12, 1927; |
|---|
| 11 | 11 | | his parents moved to San Angelo to provide him with better |
|---|
| 12 | 12 | | educational opportunity, and he spent happy boyhood summers on his |
|---|
| 13 | 13 | | maternal grandfather's ranch near Ozona; during World War II, he |
|---|
| 14 | 14 | | served in the U.S. Navy, and he went on to complete his bachelor's |
|---|
| 15 | 15 | | degree in agricultural economics at Texas A&M University; he began |
|---|
| 16 | 16 | | working for Hughes Tools in Jayton, and his long career in the oil |
|---|
| 17 | 17 | | industry later took him to New Mexico, Oklahoma, and Colorado; an |
|---|
| 18 | 18 | | admired entrepreneur, he served as president of the New Mexico Oil |
|---|
| 19 | 19 | | and Gas Association and New Mexico Landmen's Association; he |
|---|
| 20 | 20 | | continued the family ranching tradition and also bought a farm near |
|---|
| 21 | 21 | | Mertzon; and |
|---|
| 22 | 22 | | WHEREAS, Mr. Helbing served as a New Mexico state |
|---|
| 23 | 23 | | representative and Republican Party leader; active in civic life in |
|---|
| 24 | 24 | | Midland and Roswell, he was chair of the Roswell Salvation Army for |
|---|
| 25 | 25 | | many years, and he was an elder in the Presbyterian Church; he |
|---|
| 26 | 26 | | formed a host of lasting friendships along the way and acquired a |
|---|
| 27 | 27 | | large store of Aggie jokes from his network; in all his endeavors, |
|---|
| 28 | 28 | | he was supported by the love and encouragement of his wife of seven |
|---|
| 29 | 29 | | decades, Ellen Saylors Helbing; he was the proud father of four |
|---|
| 30 | 30 | | sons, Stephen, Scott, Ross, and Robert, who honored him on his 80th |
|---|
| 31 | 31 | | birthday by endowing a scholarship in agricultural economics at his |
|---|
| 32 | 32 | | alma mater; blessed with nine grandchildren, he was an adoring |
|---|
| 33 | 33 | | "Pop-Pop"; in his final years, his greatest joy was sitting on the |
|---|
| 34 | 34 | | porch of his farm with his wife and other family members, telling |
|---|
| 35 | 35 | | stories and sharing laughter and life lessons; and |
|---|
| 36 | 36 | | WHEREAS, Although Steve Helbing is deeply missed by those he |
|---|
| 37 | 37 | | left behind, they will forever cherish their memories of his |
|---|
| 38 | 38 | | wonderful sense of humor and steadfast devotion to his family, his |
|---|
| 39 | 39 | | faith, and his country; now, therefore, be it |
|---|
| 40 | 40 | | RESOLVED, That the House of Representatives of the 87th Texas |
|---|
| 41 | 41 | | Legislature, 1st Called Session, hereby pay tribute to the life of |
|---|
| 42 | 42 | | Stephen C. Helbing Sr. and extend sincere condolences to his |
|---|
| 43 | 43 | | relatives and friends; and, be it further |
|---|
| 44 | 44 | | RESOLVED, That an official copy of this resolution be |
|---|
| 45 | 45 | | prepared for his family and that when the Texas House of |
|---|
| 46 | 46 | | Representatives adjourns this day, it do so in memory of Stephen C. |
