55 R E S O L U T I O N
66 WHEREAS, The thousands of deaths caused by COVID-19 in Texas
77 have created a tremendous void in families, communities, and
88 workplaces throughout the state; among those who lost their lives
99 in the pandemic was Frank Edward Rose, a dedicated and
1010 well-respected employee of the Texas Department of Criminal
1111 Justice, who passed away on November 4, 2020, at the age of 56; and
1212 WHEREAS, Born on February 28, 1964, in Belleville, Illinois,
1313 Frank Rose graduated from Hardin-Simmons University and received
1414 his teaching certificate from the University of Mary Washington; he
1515 was employed for 27 years at the Windham School District, and he was
1616 deeply respected for his work as a correctional educator for the
1717 district's pre-release program CHANGES; in 1992, he helped open the
1818 Robertson Unit in Abilene, where he was teaching at the time of his
1919 passing; and
2020 WHEREAS, Mr. Rose was cherished by a family that included his
2121 daughter, Sheridan, and his grandson, Ayden; he was also well-loved
2222 by his coworkers, students, and graduates, all of whom were
2323 impacted by his gift for encouraging others to embrace positive
2424 change in their lives; he was always overjoyed to hear about
2525 graduates who had successfully met the challenges of reentering
2626 society, and he used these stories to inspire his current students
2727 to work toward a brighter future for themselves; and
2828 WHEREAS, Frank Rose faithfully and ably performed his duties
2929 throughout his tenure with the Texas Department of Criminal
3030 Justice, and he will long be remembered with great admiration by all
3131 who were privileged to know him; now, therefore, be it
3232 RESOLVED, That the House of Representatives of the 87th Texas
3333 Legislature, 1st Called Session, hereby pay tribute to the life of
3434 Frank Edward Rose and extend deepest sympathy to his family,
3535 friends, and colleagues; and, be it further
3636 RESOLVED, That an official copy of this resolution be
3737 prepared for his family and that when the Texas House of
3838 Representatives adjourns this day, it do so in memory of Frank Rose.
