2 | 2 | | WHEREAS, The Senate of the State of Texas is pleased to |

3 | 3 | | recognize Kim Howell for more than 30 years of exceptional |
---|
4 | 4 | | service to area citizens as an employee of the Lubbock County |
---|
5 | 5 | | Sheriff's Office; and |
---|
6 | 6 | | WHEREAS, Kim Howell began her career with the Lubbock |
---|
7 | 7 | | County Sheriff's Office by serving as a jailer in January of |
---|
8 | 8 | | 1989; she distinguished herself for excellence and went on to |
---|
9 | 9 | | earn a peace officer's license; she received several promotions, |
---|
10 | 10 | | and she graduated with the inaugural class of the National Jail |
---|
11 | 11 | | Leadership Command Academy; in July of 2010, she was promoted to |
---|
12 | 12 | | the position of assistant chief deputy and assigned to the |
---|
13 | 13 | | Detention Center; and |
---|
14 | 14 | | WHEREAS, Over the last decade, Assistant Chief Deputy |
---|
15 | 15 | | Howell has advocated on behalf of inmates with special needs or |
---|
16 | 16 | | mental health diagnoses; she developed resources for the |
---|
17 | 17 | | creation of Lubbock County's first mental health court docket, |
---|
18 | 18 | | and in 2014, during her tenure on the board of the Texas Jail |
---|
19 | 19 | | Association, she organized the first Mental Health Conference |
---|
20 | 20 | | for correctional staff; and |
---|
21 | 21 | | WHEREAS, A dedicated law enforcement professional, she |
---|
22 | 22 | | worked in partnership with the National Institute of Corrections |
---|
23 | 23 | | and the Bureau of Justice Assistance to create and include a |
---|
24 | 24 | | crisis intervention component to the Texas jail licensure |
---|
25 | 25 | | course; these revisions are now being used nationwide to develop |
---|
26 | 26 | | effective crisis training programs; and |
---|
27 | 27 | | WHEREAS, Kim Howell serves in leadership positions for |
---|
28 | 28 | | professional organizations at both the state and national |
---|
29 | 29 | | levels, and she has been honored by Disability Rights of Texas |
---|
30 | 30 | | for her commitment to transforming the legal process for those |
---|
31 | 31 | | identified with special needs; she exemplifies the highest |
---|
32 | 32 | | ideals of her profession, and she can reflect with pride on her |
---|
33 | 33 | | distinguished career with the Lubbock County Sheriff's Office; |
---|
34 | 34 | | now, therefore, be it |
---|
35 | 35 | | RESOLVED, That the Senate of the State of Texas, 87th |
---|
36 | 36 | | Legislature, 1st Called Session, hereby commend Kim Howell on her |
---|
37 | 37 | | many professional accomplishments and her outstanding |
---|
38 | 38 | | contributions to Lubbock County and to the criminal justice |
---|
39 | 39 | | system; and, be it further |
---|
40 | 40 | | RESOLVED, That a copy of this Resolution be prepared for |

41 | 41 | | her as an expression of esteem from the Texas Senate. |
