11 SENATE RESOLUTION NO. 53
22 WHEREAS, The Senate of the State of Texas is pleased to
33 recognize Kim Howell for more than 30 years of exceptional
44 service to area citizens as an employee of the Lubbock County
55 Sheriff's Office; and
66 WHEREAS, Kim Howell began her career with the Lubbock
77 County Sheriff's Office by serving as a jailer in January of
88 1989; she distinguished herself for excellence and went on to
99 earn a peace officer's license; she received several promotions,
1010 and she graduated with the inaugural class of the National Jail
1111 Leadership Command Academy; in July of 2010, she was promoted to
1212 the position of assistant chief deputy and assigned to the
1313 Detention Center; and
1414 WHEREAS, Over the last decade, Assistant Chief Deputy
1515 Howell has advocated on behalf of inmates with special needs or
1616 mental health diagnoses; she developed resources for the
1717 creation of Lubbock County's first mental health court docket,
1818 and in 2014, during her tenure on the board of the Texas Jail
1919 Association, she organized the first Mental Health Conference
2020 for correctional staff; and
2121 WHEREAS, A dedicated law enforcement professional, she
2222 worked in partnership with the National Institute of Corrections
2323 and the Bureau of Justice Assistance to create and include a
2424 crisis intervention component to the Texas jail licensure
2525 course; these revisions are now being used nationwide to develop
2626 effective crisis training programs; and
2727 WHEREAS, Kim Howell serves in leadership positions for
2828 professional organizations at both the state and national
2929 levels, and she has been honored by Disability Rights of Texas
3030 for her commitment to transforming the legal process for those
3131 identified with special needs; she exemplifies the highest
3232 ideals of her profession, and she can reflect with pride on her
3333 distinguished career with the Lubbock County Sheriff's Office;
3434 now, therefore, be it
3535 RESOLVED, That the Senate of the State of Texas, 87th
3636 Legislature, 1st Called Session, hereby commend Kim Howell on her
3737 many professional accomplishments and her outstanding
3838 contributions to Lubbock County and to the criminal justice
3939 system; and, be it further
4040 RESOLVED, That a copy of this Resolution be prepared for
4141 her as an expression of esteem from the Texas Senate.
