5 | 5 | | WHEREAS, The Senate of the State of Texas joins the |
---|
6 | 6 | | citizens of DeSoto in mourning the loss of Mayor Curtistene Smith |
---|
7 | 7 | | McCowan, who died October 28, 2020, at the age of 72; and |
---|
8 | 8 | | WHEREAS, Curtistene McCowan was an exemplary citizen and a |
---|
9 | 9 | | dedicated civic leader, and her courage, fair-mindedness, and |
---|
10 | 10 | | commitment to public service had a far-reaching impact on the |
---|
11 | 11 | | fabric of life in DeSoto; and |
---|
12 | 12 | | WHEREAS, She and her beloved husband of 54 years, Leon R. |
---|
13 | 13 | | McCowan, were blessed with two sons, Danny Sebastian McCowan and |
---|
14 | 14 | | Leon Curtis McCowan; her grandchildren, Tiana, Kirsten, and |
---|
15 | 15 | | Taylor, were a source of much pride and joy for her; and |
---|
16 | 16 | | WHEREAS, Curtistene enjoyed a fulfilling career of more |
---|
17 | 17 | | than three decades with the Federal Trade Commission; her service |
---|
18 | 18 | | included 18 years as a senior investigator, and she retired from |
---|
19 | 19 | | federal service on January 1, 2005; and |
---|
20 | 20 | | WHEREAS, In 1990, she became the first African American |
---|
21 | 21 | | elected to public office in DeSoto when she won a seat on the |
---|
22 | 22 | | DeSoto Independent School District Board of Trustees; she served |
---|
23 | 23 | | for six years and was the board's president for two years; she |
---|
24 | 24 | | also served on numerous committees and panels for the Texas |
---|
25 | 25 | | Association of School Boards and the Texas Education Agency; and |
---|
26 | 26 | | WHEREAS, She was a founder of Concerned DeSoto Citizens, a |
---|
27 | 27 | | nonprofit community service organization, and she held |
---|
28 | 28 | | leadership positions in numerous organizations, including the |
---|
29 | 29 | | Texas Southern University Board of Regents, the DeSoto Economic |
---|
30 | 30 | | Development Corporation, the North Central Texas Council of |
---|
31 | 31 | | Governments, Methodist Charlton Medical Center, the African |
---|
32 | 32 | | American Education Archives and History Program, and Delta Sigma |
---|
33 | 33 | | Theta Sorority, Incorporated; and |
---|
34 | 34 | | WHEREAS, In 2012, she was elected to the DeSoto City |
---|
35 | 35 | | Council, and she served as mayor pro tempore from 2014 until |
---|
36 | 36 | | 2016, when she was elected mayor of DeSoto; in recognition of her |
---|
37 | 37 | | many years of service to the community and her untiring advocacy |
---|
38 | 38 | | for education, the Curtistene S. McCowan Middle School was named |
---|
39 | 39 | | in her honor; and |
---|
40 | 40 | | WHEREAS, A devout Christian who practiced her faith in her |
---|
41 | 41 | | daily life, she was a longtime member of Kirkwood Temple |
---|
42 | 42 | | Christian Methodist Episcopal Church, where she served as chair |
---|
43 | 43 | | of the Trustee Board; and |
---|
44 | 44 | | WHEREAS, She was a woman of grace, compassion, and |
---|
45 | 45 | | perseverance, and she gave unselfishly to others; her wise |
---|
46 | 46 | | counsel, her generous spirit, and her dedication to serving her |
---|
47 | 47 | | community will not be forgotten by those who were privileged to |
---|
48 | 48 | | know her and to share in her life; and |
---|
49 | 49 | | WHEREAS, A devoted wife, mother, and grandmother and a |
---|
50 | 50 | | beloved community leader, she leaves behind memories that will be |
---|
51 | 51 | | cherished forever by her family and her countless friends; now, |
---|
52 | 52 | | therefore, be it |
---|
53 | 53 | | RESOLVED, That the Senate of the State of Texas, 87th |
---|
54 | 54 | | Legislature, 1st Called Session, hereby extend sincere |
---|
55 | 55 | | condolences to the bereaved family of Curtistene Smith McCowan; |
---|
56 | 56 | | and, be it further |
---|
57 | 57 | | RESOLVED, That a copy of this Resolution be prepared for |
---|
58 | 58 | | her family as an expression of deepest sympathy from the Texas |
---|
59 | 59 | | Senate and that when the Senate adjourns this day, it do so in |
