55 WHEREAS, The Senate of the State of Texas joins the
66 citizens of DeSoto in mourning the loss of Mayor Curtistene Smith
77 McCowan, who died October 28, 2020, at the age of 72; and
88 WHEREAS, Curtistene McCowan was an exemplary citizen and a
99 dedicated civic leader, and her courage, fair-mindedness, and
1010 commitment to public service had a far-reaching impact on the
1111 fabric of life in DeSoto; and
1212 WHEREAS, She and her beloved husband of 54 years, Leon R.
1313 McCowan, were blessed with two sons, Danny Sebastian McCowan and
1414 Leon Curtis McCowan; her grandchildren, Tiana, Kirsten, and
1515 Taylor, were a source of much pride and joy for her; and
1616 WHEREAS, Curtistene enjoyed a fulfilling career of more
1717 than three decades with the Federal Trade Commission; her service
1818 included 18 years as a senior investigator, and she retired from
1919 federal service on January 1, 2005; and
2020 WHEREAS, In 1990, she became the first African American
2121 elected to public office in DeSoto when she won a seat on the
2222 DeSoto Independent School District Board of Trustees; she served
2323 for six years and was the board's president for two years; she
2424 also served on numerous committees and panels for the Texas
2525 Association of School Boards and the Texas Education Agency; and
2626 WHEREAS, She was a founder of Concerned DeSoto Citizens, a
2727 nonprofit community service organization, and she held
2828 leadership positions in numerous organizations, including the
2929 Texas Southern University Board of Regents, the DeSoto Economic
3030 Development Corporation, the North Central Texas Council of
3131 Governments, Methodist Charlton Medical Center, the African
3232 American Education Archives and History Program, and Delta Sigma
3333 Theta Sorority, Incorporated; and
3434 WHEREAS, In 2012, she was elected to the DeSoto City
3535 Council, and she served as mayor pro tempore from 2014 until
3636 2016, when she was elected mayor of DeSoto; in recognition of her
3737 many years of service to the community and her untiring advocacy
3838 for education, the Curtistene S. McCowan Middle School was named
3939 in her honor; and
4040 WHEREAS, A devout Christian who practiced her faith in her
4141 daily life, she was a longtime member of Kirkwood Temple
4242 Christian Methodist Episcopal Church, where she served as chair
4343 of the Trustee Board; and
4444 WHEREAS, She was a woman of grace, compassion, and
4545 perseverance, and she gave unselfishly to others; her wise
4646 counsel, her generous spirit, and her dedication to serving her
4747 community will not be forgotten by those who were privileged to
4848 know her and to share in her life; and
4949 WHEREAS, A devoted wife, mother, and grandmother and a
5050 beloved community leader, she leaves behind memories that will be
5151 cherished forever by her family and her countless friends; now,
5252 therefore, be it
5353 RESOLVED, That the Senate of the State of Texas, 87th
5454 Legislature, 1st Called Session, hereby extend sincere
5555 condolences to the bereaved family of Curtistene Smith McCowan;
5656 and, be it further
5757 RESOLVED, That a copy of this Resolution be prepared for
5858 her family as an expression of deepest sympathy from the Texas
5959 Senate and that when the Senate adjourns this day, it do so in
6060 memory of Curtistene McCowan.
