| 7 | 7 | | house of representatives and their staffs when a call of the house |

| 8 | 8 | | of representatives has been ordered. |

| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. Subchapter F, Chapter 659, Government Code, is |
|---|
| 11 | 11 | | amended by adding Section 659.086 to read as follows: |
|---|
| 12 | 12 | | Sec. 659.086. SALARY PAYMENT BY WARRANT WHEN CALL OF HOUSE |
|---|
| 13 | 13 | | HAS BEEN ORDERED. Notwithstanding Section 403.016 or 659.084 or |
|---|
| 14 | 14 | | any other law, if a call of the house of representatives has been |
|---|
| 15 | 15 | | ordered to secure and maintain a quorum, the comptroller may only |
|---|
| 16 | 16 | | pay the net state salary of a member of the house of representatives |
|---|
| 17 | 17 | | or an employee of a member of the house of representatives by |
|---|
| 18 | 18 | | warrant. A warrant described by this section issued to pay a member |
|---|
| 19 | 19 | | or the member’s employee may only be delivered to the member: |
|---|
| 20 | 20 | | (1) in person after government-issued photo |
|---|
| 21 | 21 | | identification has been provided; and |
|---|
| 22 | 22 | | (2) in the office of the speaker of the house of |
|---|
| 23 | 23 | | representatives. |
|---|
| 24 | 24 | | SECTION 2. This Act takes effect immediately if it receives |
|---|
| 25 | 25 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 26 | 26 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 27 | 27 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 28 | 28 | | Act takes effect on the 91st day after the last day of the |
|---|
| 29 | 29 | | legislative session. |
