45 R E S O L U T I O N
56 WHEREAS, Michael Maples retired as deputy executive
67 commissioner for the Health and Specialty Care System at the Texas
78 Health and Human Services Commission in June 2021, drawing to a
89 close an outstanding career in public service that spanned nearly
910 three decades; and
1011 WHEREAS, Mike Maples earned his bachelor's degree in
1112 psychology from Texas A&M University-Corpus Christi and his
1213 master's degree in human services from St. Edward's University;
1314 after working briefly in the private sector, he began his career in
1415 public service as a unit behavior therapy program director at the
1516 Corpus Christi State School in 1992; and
1617 WHEREAS, Over the course of his exemplary 29-year tenure with
1718 the State of Texas, Commissioner Maples held leadership positions
1819 with a number of health agencies; as assistant deputy commissioner
1920 for the Department of State Health Services, he oversaw the Office
2021 of Academic Affairs, the Center for Health Statistics, the Center
2122 for Health Policy and Performance, the Vital Statistics Section,
2223 the Office of Border Services, and the state hospitals; and
2324 WHEREAS, Commissioner Maples helped found the Health and
2425 Specialty Care System, and as deputy executive commissioner for the
2526 system, he was responsible for 10 state hospitals and 13 state
2627 supported living centers across Texas; he worked tirelessly to
2728 bring mental health and substance abuse services to communities
2829 across the state and helped establish Texas as a leader in forensic
2930 inpatient mental health services; his efforts to modernize and
3031 expand the state's psychiatric hospitals resulted in the
3132 construction of two new hospitals, with a third in the planning
3233 stages for the Dallas-Fort Worth area; and
3334 WHEREAS, In 2020 and 2021, Commissioner Maples worked nearly
3435 around the clock to address the challenges of the COVID-19
3536 pandemic; throughout his career, he has been an indispensable
3637 source of expertise on mental health and intellectual and
3738 developmental disability for members of the legislature and other
3839 officials; a leader in his field, he has served as president of the
3940 National Association of State Mental Health Program Directors, and
4041 he has also been active with several state and national boards and
4142 associations; and
4243 WHEREAS, In addition to his many professional achievements,
4344 Mr. Maples has found time to serve his community as a volunteer
4445 firefighter and emergency medical technician; in all his endeavors,
4546 he has benefited from the love and support of his wife, Connie
4647 Maples, and his three children, Garrett, Taylor, and Carley; and
4748 WHEREAS, Mike Maples has made a positive and lasting
4849 difference in the lives of countless Texans, and he may indeed
4950 reflect with pride on a career well spent as he embarks upon the
5051 next exciting chapter of his life; now, therefore, be it
5152 RESOLVED, That the House of Representatives of the 87th Texas
5253 Legislature, 2nd Called Session, hereby congratulate Michael
5354 Maples on his retirement from the Texas Health and Human Services
5455 Commission and commend him for his many years of dedicated service;
5556 and, be it further
5657 RESOLVED, That an official copy of this resolution be
5758 prepared for Mr. Maples as an expression of high regard by the Texas
5859 House of Representatives.
