8 | 9 | | close an outstanding career in public service that spanned nearly |

10 | 11 | | WHEREAS, Mike Maples earned his bachelor's degree in |

11 | 12 | | psychology from Texas A&M University-Corpus Christi and his |
---|
12 | 13 | | master's degree in human services from St. Edward's University; |
---|
13 | 14 | | after working briefly in the private sector, he began his career in |
---|
14 | 15 | | public service as a unit behavior therapy program director at the |
---|
15 | 16 | | Corpus Christi State School in 1992; and |
---|
16 | 17 | | WHEREAS, Over the course of his exemplary 29-year tenure with |
---|
17 | 18 | | the State of Texas, Commissioner Maples held leadership positions |
---|
18 | 19 | | with a number of health agencies; as assistant deputy commissioner |
---|
19 | 20 | | for the Department of State Health Services, he oversaw the Office |
---|
20 | 21 | | of Academic Affairs, the Center for Health Statistics, the Center |
---|
21 | 22 | | for Health Policy and Performance, the Vital Statistics Section, |
---|
22 | 23 | | the Office of Border Services, and the state hospitals; and |
---|
23 | 24 | | WHEREAS, Commissioner Maples helped found the Health and |
---|
24 | 25 | | Specialty Care System, and as deputy executive commissioner for the |
---|
25 | 26 | | system, he was responsible for 10 state hospitals and 13 state |
---|
26 | 27 | | supported living centers across Texas; he worked tirelessly to |
---|
27 | 28 | | bring mental health and substance abuse services to communities |
---|
28 | 29 | | across the state and helped establish Texas as a leader in forensic |
---|
29 | 30 | | inpatient mental health services; his efforts to modernize and |
---|
30 | 31 | | expand the state's psychiatric hospitals resulted in the |
---|
31 | 32 | | construction of two new hospitals, with a third in the planning |
---|
32 | 33 | | stages for the Dallas-Fort Worth area; and |
---|
33 | 34 | | WHEREAS, In 2020 and 2021, Commissioner Maples worked nearly |
---|
34 | 35 | | around the clock to address the challenges of the COVID-19 |
---|
35 | 36 | | pandemic; throughout his career, he has been an indispensable |
---|
36 | 37 | | source of expertise on mental health and intellectual and |
---|
37 | 38 | | developmental disability for members of the legislature and other |
---|
38 | 39 | | officials; a leader in his field, he has served as president of the |
---|
39 | 40 | | National Association of State Mental Health Program Directors, and |
---|
40 | 41 | | he has also been active with several state and national boards and |
---|
41 | 42 | | associations; and |
---|
42 | 43 | | WHEREAS, In addition to his many professional achievements, |
---|
43 | 44 | | Mr. Maples has found time to serve his community as a volunteer |
---|
44 | 45 | | firefighter and emergency medical technician; in all his endeavors, |
---|
45 | 46 | | he has benefited from the love and support of his wife, Connie |
---|
46 | 47 | | Maples, and his three children, Garrett, Taylor, and Carley; and |
---|
47 | 48 | | WHEREAS, Mike Maples has made a positive and lasting |
---|
48 | 49 | | difference in the lives of countless Texans, and he may indeed |
---|
49 | 50 | | reflect with pride on a career well spent as he embarks upon the |
---|
50 | 51 | | next exciting chapter of his life; now, therefore, be it |
---|
51 | 52 | | RESOLVED, That the House of Representatives of the 87th Texas |
---|
52 | 53 | | Legislature, 2nd Called Session, hereby congratulate Michael |

53 | 54 | | Maples on his retirement from the Texas Health and Human Services |

54 | 55 | | Commission and commend him for his many years of dedicated service; |
