5 | 6 | | WHEREAS, Dakota Stroud, a member of the Weatherford Fire |

6 | 7 | | Department, was awarded a Medal of Valor and Citation Bar in |

7 | 8 | | recognition of the heroism he demonstrated while rescuing a man |
---|
8 | 9 | | from a car accident on July 10, 2021; and |
---|
9 | 10 | | WHEREAS, On that day, Mr. Stroud had just completed a 24-hour |
---|
10 | 11 | | shift and was on the road with his wife when he happened upon the |
---|
11 | 12 | | scene of an accident on Mambrino Highway near Granbury, where a |
---|
12 | 13 | | driver had lost control of his vehicle and collided with a tree; the |
---|
13 | 14 | | driver, a 19-year-old man, was pinned inside of his vehicle, which |
---|
14 | 15 | | had rolled onto its passenger side and caught fire; and |
---|
15 | 16 | | WHEREAS, Mr. Stroud retrieved a small fire extinguisher from |
---|
16 | 17 | | his truck, approached the vehicle, and called out for the driver, |
---|
17 | 18 | | who was injured and unable to escape; flames were rapidly |
---|
18 | 19 | | approaching the young man, and after temporarily extinguishing |
---|
19 | 20 | | them, Mr. Stroud climbed on top of the vehicle and began attempting |
---|
20 | 21 | | to free the victim; when the fire again spread into the cabin, |
---|
21 | 22 | | Mr. Stroud resorted to grabbing the man and using all of his |
---|
22 | 23 | | strength to pull him out from where he was trapped, allowing him to |
---|
23 | 24 | | finally escape as the vehicle was only seconds away from becoming |
---|
24 | 25 | | fully engulfed in flames; and |
---|
25 | 26 | | WHEREAS, With the help of a bystander, Mr. Stroud was able to |
---|
26 | 27 | | carry the injured man to the shoulder of the road, where he and an |
---|
27 | 28 | | off-duty nurse assessed his injuries; after emergency medical |
---|
28 | 29 | | services arrived on the scene, Mr. Stroud remained with the man |
---|
29 | 30 | | until a helicopter transported him to a hospital for lifesaving |
---|
30 | 31 | | treatment; later, Mr. Stroud made contact with the victim's family, |
---|
31 | 32 | | who informed him that he was stable and expected to make a full |
---|
32 | 33 | | recovery; and |
---|
33 | 34 | | WHEREAS, During a moment of crisis, Dakota Stroud put his |
---|
34 | 35 | | life on the line to rescue a fellow Texan in need, and in so doing, |
---|
35 | 36 | | he exemplified the noblest ideals of public service; now, |
---|
36 | 37 | | therefore, be it |

37 | 38 | | RESOLVED, That the House of Representatives of the 87th Texas |

38 | 39 | | Legislature, 2nd Called Session, hereby congratulate Dakota Stroud |

39 | 40 | | on his receipt of a Medal of Valor and Citation Bar from the |

40 | 41 | | Weatherford Fire Department and extend to him sincere best wishes |
