| 5 | 6 | | WHEREAS, Family and friends are mourning the loss of Kelly |

| 6 | 7 | | Janette Raley Franklin of Victoria, who passed away on August 14, |

| 7 | 8 | | 2021, at the age of 51; and |

| 8 | 9 | | WHEREAS, The daughter of E. J. and Pam Raley, the former Kelly |
|---|
| 9 | 10 | | Raley was born in Bay City on July 12, 1970; she grew up with a |
|---|
| 10 | 11 | | sister, Kim, and while in high school, she was a member of the |
|---|
| 11 | 12 | | Victoriadores drill team; possessed of an adventurous spirit, she |
|---|
| 12 | 13 | | celebrated her 19th birthday by going bungee jumping, and she |
|---|
| 13 | 14 | | became an expert on sharks during her time at Texas A&M University |
|---|
| 14 | 15 | | at Galveston, where she graduated with a degree in marine biology; |
|---|
| 15 | 16 | | and |
|---|
| 16 | 17 | | WHEREAS, Ms. Franklin spent many years as a case worker with |
|---|
| 17 | 18 | | Adult Protective and Child Protective Services, and she further |
|---|
| 18 | 19 | | served youth as a volunteer with the Court Appointed Special |
|---|
| 19 | 20 | | Advocates program; changing career paths, she began working |
|---|
| 20 | 21 | | alongside her mother at an accounting firm, and in 2014, she opened |
|---|
| 21 | 22 | | her own bookkeeping service; after earning enrolled agent status |
|---|
| 22 | 23 | | from the Internal Revenue Service, she continued to assist clients |
|---|
| 23 | 24 | | with their taxes; and |
|---|
| 24 | 25 | | WHEREAS, In all her endeavors, Ms. Franklin cherished the |

| 25 | 26 | | love and support of her family; she took great pride in her three |
|---|
| 26 | 27 | | children, Skye, David, and Reece, her two grandchildren, Haven |

| 27 | 28 | | Raine and Stella Rose, and her "adopted" children, Carsyn, Mason, |

| 28 | 29 | | Joey, and Jabe, and she delighted in taking them to concerts, theme |
|---|
| 29 | 30 | | parks, and the beach; a gifted storyteller, she always found a way |

| 30 | 31 | | to make people laugh, and she was also known for her willingness to |

| 31 | 32 | | help others; and |
|---|
| 32 | 33 | | WHEREAS, Those fortunate enough to have known Kelly Franklin |

| 33 | 34 | | will remember the way she touched their lives with her kindness, |

| 34 | 35 | | generosity, and wonderful sense of humor, and she will forever hold |

| 35 | 36 | | a treasured place in their hearts; now, therefore, be it |

| 36 | 37 | | RESOLVED, That the House of Representatives of the 87th Texas |

| 37 | 38 | | Legislature, 2nd Called Session, hereby pay tribute to the memory |
