| 8 | 9 | | WHEREAS, This devoted public official has worked tirelessly |

| 11 | 12 | | pandemic has placed immense burdens on the local community, |
|---|
| 12 | 13 | | Representative Svarzbein has risen to this unprecedented |

| 13 | 14 | | challenge, and his efforts have been instrumental in helping El |

| 14 | 15 | | Paso navigate the crisis; and |

| 15 | 16 | | WHEREAS, Representative Svarzbein was elected to the |

| 16 | 17 | | District 1 seat on the El Paso City Council in July 2015, and five |

| 18 | 19 | | distinguished himself as a faculty member at New Mexico State |
