| 5 | 6 | | WHEREAS, El Paso County Commissioner Carl L. Robinson has |

| 7 | 8 | | during the COVID-19 pandemic; and |

| 8 | 9 | | WHEREAS, This devoted public official has worked tirelessly |

| 9 | 10 | | to safeguard the health of area residents while ensuring that they |

| 10 | 11 | | continue to receive essential public services; although the |
|---|
| 11 | 12 | | pandemic has placed immense burdens on the local community, |
|---|
| 12 | 13 | | Commissioner Robinson has risen to this unprecedented challenge, |

| 13 | 14 | | and his efforts have been instrumental in helping El Paso County |
|---|
| 14 | 15 | | navigate the crisis; and |

| 15 | 16 | | WHEREAS, A resident of Northeast El Paso since 1977, Carl |

| 16 | 17 | | Robinson was elected to represent Precinct 4 on the commissioners |

| 17 | 18 | | court in November 2018, and he previously served as a city council |

| 18 | 19 | | representative from 2009 to 2017; moreover, he has held numerous |

| 19 | 20 | | community leadership positions and is currently chair of the |
|---|
| 20 | 21 | | Dr. Martin Luther King Jr. Food Drive Committee and a founding |

| 21 | 22 | | member and past treasurer of the Northeast Business Alliance; he is |

| 22 | 23 | | a decorated U.S. Army veteran whose 25-year military career |

| 23 | 24 | | included service in the Vietnam War; and |
|---|
| 24 | 25 | | WHEREAS, Carl Robinson's decisive leadership has greatly |

| 25 | 26 | | benefited the citizens of El Paso County during a time of heightened |

| 26 | 27 | | danger and uncertainty, and he is truly deserving of special |

| 27 | 28 | | recognition for his impressive achievements; now, therefore, be it |

| 28 | 29 | | RESOLVED, That the House of Representatives of the 87th Texas |
