| 5 | 6 | | WHEREAS, El Paso County Commissioner Carlos Leon has |

| 8 | 9 | | WHEREAS, This devoted public official has worked tirelessly |

| 9 | 10 | | to safeguard the health of area residents while ensuring that they |

| 10 | 11 | | continue to receive essential public services; although the |
|---|
| 11 | 12 | | pandemic has placed immense burdens on the local community, |
|---|
| 12 | 13 | | Commissioner Leon has risen to this unprecedented challenge, and |
|---|
| 13 | 14 | | his efforts have been instrumental in helping El Paso County |
|---|
| 14 | 15 | | navigate the crisis; and |

| 15 | 16 | | WHEREAS, A 30-year veteran of the El Paso Police Department, |

| 16 | 17 | | Carlos Leon worked his way up through every rank in the department; |

| 17 | 18 | | as a captain, he played a leading role in introducing community |

| 18 | 19 | | policing to the city, and during his five-year tenure as chief of |
|---|
| 19 | 20 | | police, El Paso earned national recognition as one of the safest |
|---|
| 20 | 21 | | cities in the nation; upon his retirement in 2003, he received the |
|---|
| 21 | 22 | | city council's highest honor, the Conquistador Award, and he has |
|---|
| 22 | 23 | | since acted as a consultant for the National Center for Missing and |
|---|
| 23 | 24 | | Exploited Children; he is currently serving his second term as |
|---|
| 24 | 25 | | county commissioner for Precinct 1; and |
|---|
| 25 | 26 | | WHEREAS, Carlos Leon's decisive leadership has greatly |
|---|
| 26 | 27 | | benefited the citizens of El Paso County during a time of heightened |
|---|
| 27 | 28 | | danger and uncertainty, and he is truly deserving of special |
|---|
| 28 | 29 | | recognition for his impressive achievements; now, therefore, be it |

| 29 | 30 | | RESOLVED, That the House of Representatives of the 87th Texas |

| 30 | 31 | | Legislature, 2nd Called Session, hereby commend Commissioner |
