No. 158 R E S O L U T I O N WHEREAS, Ray Cogburn of Amarillo is concluding his tenure as executive director of Region 16 Education Service Center on August 31, 2021, drawing to a close a notable career in education that has spanned four decades; and WHEREAS, Mr. Cogburn began his tenure at Region 16 ESC as director of administrative services in 2007, and he became associate executive director in 2012; he was appointed executive director in 2015, and under his leadership, the agency has provided vital support to 61 school districts and two charter schools; and WHEREAS, A longtime resident of Shamrock, Mr. Cogburn began his career as a teacher and coach in the Shamrock Independent School District in 1981, and he went on to serve as principal of the high school before taking on the role of district superintendent in 2000; he was named the Region 16 Superintendent of the Year for 2006-2007; he holds a bachelor's degree from West Texas State University and a master's degree from Southwestern Oklahoma State University; and WHEREAS, In all his endeavors, Mr. Cogburn enjoys the love and support of his wife, Jackie, as well as that of his children, Kinsey, and her husband, Chesley, and Kendall, and his wife, Kelly, and grandchildren, Cameron, Kollier, and Karoline; and WHEREAS, With his people-oriented leadership style, positive attitude, and longstanding commitment to excellence, Ray Cogburn has earned the respect and admiration of his colleagues, and he may indeed reflect with pride on his exceptional record of achievement; now, therefore, be it RESOLVED, That the House of Representatives of the 87th Texas Legislature, 2nd Called Session, hereby congratulate Ray Cogburn on his retirement as executive director of Region 16 Education Service Center and extend to him sincere best wishes for the future; and, be it further RESOLVED, That an official copy of this resolution be prepared for Mr. Cogburn as an expression of high regard by the Texas House of Representatives.
