| 5 | 6 | | WHEREAS, Ray Cogburn of Amarillo is concluding his tenure as |

| 6 | 7 | | executive director of Region 16 Education Service Center on |

| 7 | 8 | | August 31, 2021, drawing to a close a notable career in education |

| 8 | 9 | | that has spanned four decades; and |
|---|
| 9 | 10 | | WHEREAS, Mr. Cogburn began his tenure at Region 16 ESC as |
|---|
| 10 | 11 | | director of administrative services in 2007, and he became |
|---|
| 11 | 12 | | associate executive director in 2012; he was appointed executive |
|---|
| 12 | 13 | | director in 2015, and under his leadership, the agency has provided |
|---|
| 13 | 14 | | vital support to 61 school districts and two charter schools; and |
|---|
| 14 | 15 | | WHEREAS, A longtime resident of Shamrock, Mr. Cogburn began |
|---|
| 15 | 16 | | his career as a teacher and coach in the Shamrock Independent School |
|---|
| 16 | 17 | | District in 1981, and he went on to serve as principal of the high |
|---|
| 17 | 18 | | school before taking on the role of district superintendent in |
|---|
| 18 | 19 | | 2000; he was named the Region 16 Superintendent of the Year for |
|---|
| 19 | 20 | | 2006-2007; he holds a bachelor's degree from West Texas State |
|---|
| 20 | 21 | | University and a master's degree from Southwestern Oklahoma State |
|---|
| 21 | 22 | | University; and |
|---|
| 22 | 23 | | WHEREAS, In all his endeavors, Mr. Cogburn enjoys the love |
|---|
| 23 | 24 | | and support of his wife, Jackie, as well as that of his children, |
|---|
| 24 | 25 | | Kinsey, and her husband, Chesley, and Kendall, and his wife, Kelly, |
|---|
| 25 | 26 | | and grandchildren, Cameron, Kollier, and Karoline; and |
|---|
| 26 | 27 | | WHEREAS, With his people-oriented leadership style, positive |
|---|
| 27 | 28 | | attitude, and longstanding commitment to excellence, Ray Cogburn |

| 28 | 29 | | has earned the respect and admiration of his colleagues, and he may |

| 29 | 30 | | indeed reflect with pride on his exceptional record of achievement; |
