5 | 6 | | WHEREAS, James McCarley, who has enjoyed a long and |

6 | 7 | | successful career as a transportation and government relations |

7 | 8 | | specialist in North Texas, is retiring from his firm McCarley |

8 | 9 | | Consultants in 2021; and |
---|
9 | 10 | | WHEREAS, A native of McKinney, Mr. McCarley studied finance |
---|
10 | 11 | | and sociology at Texas A&M University and North Texas State |
---|
11 | 12 | | University; after serving his country in the United States Army, he |
---|
12 | 13 | | joined the McKinney Police Department in 1963 and distinguished |
---|
13 | 14 | | himself in a variety of roles before retiring at the rank of |
---|
14 | 15 | | lieutenant in 1976; he subsequently led the Plano Police Department |
---|
15 | 16 | | as chief from 1979 to 1987 and then left law enforcement to take on |
---|
16 | 17 | | the position of Plano assistant city manager, which he held from |
---|
17 | 18 | | 1987 to 1996; and |
---|
18 | 19 | | WHEREAS, Over the years, Mr. McCarley has served in various |
---|
19 | 20 | | governmental capacities at the local, regional, and state levels, |
---|
20 | 21 | | including an 11-year tenure as executive director of the Dallas |
---|
21 | 22 | | Regional Mobility Coalition from 1996 to 2007; the organization is |
---|
22 | 23 | | a transportation advocacy group composed of cities, counties, and |
---|
23 | 24 | | agencies within a five-county region, and as its executive |
---|
24 | 25 | | director, he acquired valuable experience in maintaining positive |
---|
25 | 26 | | working relationships among local governments, state and federal |
---|
26 | 27 | | agencies, and legislative delegations; along the way, he also |
---|
27 | 28 | | served as interim executive director of the North Texas Tollway |
---|
28 | 29 | | Authority; and |
---|
29 | 30 | | WHEREAS, In 1996, Mr. McCarley established the firm, |
---|
30 | 31 | | McCarley Consultants, to provide state governmental affairs |
---|
31 | 32 | | consulting with an emphasis on transportation issues, and he has |
---|
32 | 33 | | operated the company successfully for the past 25 years; he enjoys a |
---|
33 | 34 | | rewarding family life with his wife, Jane McCarley, and their |
---|
34 | 35 | | daughter, Juli Westbrook, and granddaughters, Jane and Gwen; and |
---|
35 | 36 | | WHEREAS, James McCarley has greatly benefited his fellow |
---|
36 | 37 | | citizens through his achievements as a law enforcement |
---|
37 | 38 | | professional, a public servant, and a government relations |
---|
38 | 39 | | specialist, and he may indeed reflect with pride on his |
---|
39 | 40 | | contributions to his community as he embarks on a well-deserved |
---|
40 | 41 | | retirement; now, therefore, be it |

41 | 42 | | RESOLVED, That the House of Representatives of the 87th Texas |

42 | 43 | | Legislature, 2nd Called Session, hereby congratulate James |

43 | 44 | | McCarley on his retirement from McCarley Consultants and extend to |
---|
44 | 45 | | him sincere best wishes for the future; and, be it further |

45 | 46 | | RESOLVED, That an official copy of this resolution be |
