45 R E S O L U T I O N
56 WHEREAS, James McCarley, who has enjoyed a long and
67 successful career as a transportation and government relations
78 specialist in North Texas, is retiring from his firm McCarley
89 Consultants in 2021; and
910 WHEREAS, A native of McKinney, Mr. McCarley studied finance
1011 and sociology at Texas A&M University and North Texas State
1112 University; after serving his country in the United States Army, he
1213 joined the McKinney Police Department in 1963 and distinguished
1314 himself in a variety of roles before retiring at the rank of
1415 lieutenant in 1976; he subsequently led the Plano Police Department
1516 as chief from 1979 to 1987 and then left law enforcement to take on
1617 the position of Plano assistant city manager, which he held from
1718 1987 to 1996; and
1819 WHEREAS, Over the years, Mr. McCarley has served in various
1920 governmental capacities at the local, regional, and state levels,
2021 including an 11-year tenure as executive director of the Dallas
2122 Regional Mobility Coalition from 1996 to 2007; the organization is
2223 a transportation advocacy group composed of cities, counties, and
2324 agencies within a five-county region, and as its executive
2425 director, he acquired valuable experience in maintaining positive
2526 working relationships among local governments, state and federal
2627 agencies, and legislative delegations; along the way, he also
2728 served as interim executive director of the North Texas Tollway
2829 Authority; and
2930 WHEREAS, In 1996, Mr. McCarley established the firm,
3031 McCarley Consultants, to provide state governmental affairs
3132 consulting with an emphasis on transportation issues, and he has
3233 operated the company successfully for the past 25 years; he enjoys a
3334 rewarding family life with his wife, Jane McCarley, and their
3435 daughter, Juli Westbrook, and granddaughters, Jane and Gwen; and
3536 WHEREAS, James McCarley has greatly benefited his fellow
3637 citizens through his achievements as a law enforcement
3738 professional, a public servant, and a government relations
3839 specialist, and he may indeed reflect with pride on his
3940 contributions to his community as he embarks on a well-deserved
4041 retirement; now, therefore, be it
4142 RESOLVED, That the House of Representatives of the 87th Texas
4243 Legislature, 2nd Called Session, hereby congratulate James
4344 McCarley on his retirement from McCarley Consultants and extend to
4445 him sincere best wishes for the future; and, be it further
4546 RESOLVED, That an official copy of this resolution be
4647 prepared for Mr. McCarley as an expression of high regard by the
4748 Texas House of Representatives.
