5 | 5 | | WHEREAS, David W. Leebron is stepping down as president of |

6 | 6 | | Rice University on June 30, 2022, after 18 years of dedicated |

7 | 7 | | service to the institution; and |
---|
8 | 8 | | WHEREAS, Mr. Leebron was appointed as the seventh president |
---|
9 | 9 | | of Rice in 2004, and he has guided the school through a period of |
---|
10 | 10 | | tremendous progress; under his leadership, the growing student |
---|
11 | 11 | | population has become more diverse, and applications for enrollment |
---|
12 | 12 | | have quadrupled; moreover, he has helped increase financial support |
---|
13 | 13 | | for research initiatives, and he has overseen various updates to |
---|
14 | 14 | | the campus, including the addition of new buildings and numerous |
---|
15 | 15 | | renovation and construction projects; along the way, he has also |
---|
16 | 16 | | worked as a member of the political science faculty at the |
---|
17 | 17 | | university, and he authored a textbook on international human |
---|
18 | 18 | | rights; and |
---|
19 | 19 | | WHEREAS, An alumnus of Harvard College, Mr. Leebron |
---|
20 | 20 | | graduated from Harvard Law School in 1979, and he went on to work as |
---|
21 | 21 | | a law clerk for Judge Shirley Hufstedler on the 9th Circuit Court of |
---|
22 | 22 | | Appeals in Los Angeles; he held teaching positions at the UCLA |
---|
23 | 23 | | School of Law, the New York University School of Law, and Columbia |
---|
24 | 24 | | Law School, where he was later appointed dean and the Lucy G. Moses |
---|
25 | 25 | | Professor of Law; he also served as a visiting Fellow and professor |
---|
26 | 26 | | at universities in Germany; among his many accolades, he has |
---|
27 | 27 | | received several international honors, and he and his wife, |
---|
28 | 28 | | university representative Y. Ping Sun, were selected as |
---|
29 | 29 | | International Executives of the Year by the Greater Houston |

31 | 31 | | WHEREAS, Through his visionary leadership, David Leebron has |

32 | 32 | | played a vital role in advancing the proud legacy of Rice |

33 | 33 | | University, and his achievements will continue to be appreciated |

34 | 34 | | for many years to come; now, therefore, be it |

35 | 35 | | RESOLVED, That the House of Representatives of the 87th Texas |
