45 R E S O L U T I O N
56 WHEREAS, The 80th birthday of an esteemed Texan is truly
67 cause for celebration, and Mable L. Armstrong reached that
78 significant milestone in her life on August 26, 2021; and
89 WHEREAS, Mable Armstrong was born in Sulphur Springs to
910 Earlene Tilman and James Hodge in 1941, and she grew up in the Queen
1011 City neighborhood of South Dallas; after graduating from Lincoln
1112 High School in 1958, she went to work as a seamstress, eventually
1213 pursuing her profession with several downtown Dallas department
1314 stores; later in life, she started her own business, Artistic
1415 Floral and Gift Designs, one of the first minority-owned retail
1516 shops in West Dallas; and
1617 WHEREAS, Joined in matrimony to Bishop Dr. James
1718 Armstrong Sr., Mrs. Armstrong has raised a family in West Dallas
1819 while devoting much of her time and energy to her community; in the
1920 mid-1970s, she started serving meals to kids and families in the
2021 local housing projects, and she went on to become a certified drug
2122 counselor, a regular volunteer with the Salvation Army, and a
2223 volunteer hospital chaplain; she also established "the House That
2324 Love Built," a ministry for children; and
2425 WHEREAS, In 1989, Mrs. Armstrong founded the Community Care
2526 Center of Dallas, which offers housing and other services to
2627 individuals recovering from addiction; it has also provided school
2728 supplies and Christmas gifts to thousands of children, as well as
2829 programs for senior citizens; and
2930 WHEREAS, In recognition of her many contributions, Dallas
3031 Christian College honored Mrs. Armstrong with its Lifetime
3132 Achievement Award; this dynamic woman continues to serve as
3233 executive director of the Community Care Center, as a board member
3334 of Love in Action International, and as the founding First Lady of
3435 Community Fellowship Church of Dallas; and
3536 WHEREAS, Respected and admired by all who are privileged to
3637 know her, Mable Armstrong may reflect with satisfaction on a
3738 lifetime of devotion to her family, her community, and her faith,
3839 and it is a pleasure to join with her many friends and loved ones in
3940 honoring her on this special occasion; now, therefore, be it
4041 RESOLVED, That the House of Representatives of the 87th Texas
4142 Legislature, 2nd Called Session, hereby congratulate Mable L.
4243 Armstrong on her 80th birthday and extend to her sincere best wishes
4344 for continued happiness; and, be it further
4445 RESOLVED, That an official copy of this resolution be
4546 prepared for Mrs. Armstrong as an expression of high regard by the
4647 Texas House of Representatives.
