45 R E S O L U T I O N
56 WHEREAS, A life lived with joy and purpose drew to a close
67 with the passing of Stephen C. Helbing Sr. on May 31, 2021, at the
78 age of 94; and
89 WHEREAS, The son of Ruby Couch Helbing and Dr. Arlington
910 Helbing, Steve Helbing was born in Barnhart on February 12, 1927;
1011 his parents moved to San Angelo to provide him with better
1112 educational opportunity, and he spent happy boyhood summers on his
1213 maternal grandfather's ranch near Ozona; during World War II, he
1314 served in the U.S. Navy, and he went on to complete his bachelor's
1415 degree in agricultural economics at Texas A&M University; he began
1516 working for Hughes Tools in Jayton, and his long career in the oil
1617 industry later took him to New Mexico, Oklahoma, and Colorado; an
1718 admired entrepreneur, he served as president of the New Mexico Oil
1819 and Gas Association and New Mexico Landmen's Association; he
1920 continued the family ranching tradition and also bought a farm near
2021 Mertzon; and
2122 WHEREAS, Mr. Helbing served as a New Mexico state
2223 representative and Republican Party leader; active in civic life in
2324 Midland and Roswell, he was chair of the Roswell Salvation Army for
2425 many years, and he was an elder in the Presbyterian Church; he
2526 formed a host of lasting friendships along the way and acquired a
2627 large store of Aggie jokes from his network; in all his endeavors,
2728 he was supported by the love and encouragement of his wife of seven
2829 decades, Ellen Saylors Helbing; he was the proud father of four
2930 sons, Stephen, Scott, Ross, and Robert, who honored him on his 80th
3031 birthday by endowing a scholarship in agricultural economics at his
3132 alma mater; blessed with nine grandchildren, he was an adoring
3233 "Pop-Pop"; in his final years, his greatest joy was sitting on the
3334 porch of his farm with his wife and other family members, telling
3435 stories and sharing laughter and life lessons; and
3536 WHEREAS, Although Steve Helbing is deeply missed by those he
3637 left behind, they will forever cherish their memories of his
3738 wonderful sense of humor and steadfast devotion to his family, his
3839 faith, and his country; now, therefore, be it
3940 RESOLVED, That the House of Representatives of the 87th Texas
4041 Legislature, 2nd Called Session, hereby pay tribute to the life of
4142 Stephen C. Helbing Sr. and extend sincere condolences to his
4243 relatives and friends; and, be it further
4344 RESOLVED, That an official copy of this resolution be
4445 prepared for his family and that when the Texas House of
4546 Representatives adjourns this day, it do so in memory of Stephen C.
