5+ SENATE RESOLUTION
56 WHEREAS, The Senate of the State of Texas honors and
67 commemorates the life of Letitia Washington Plummer, who died
78 July 13, 2021, at the age of 98; and
89 WHEREAS, Letitia Plummer was born on August 23, 1922, in
910 Morales, to J. D. Washington and Eulalia Haynes Washington; she
1011 graduated from Phillis Wheatley High School in San Antonio in
1112 1938, and she went on to earn a degree in chemistry from Tillotson
1213 College in Austin; and
1314 WHEREAS, She married the late Matthew Plummer in April of
1415 1943, and the couple moved to Tuskegee, Alabama, where their
1516 sons, Matthew and James Plummer, were born; they were later
1617 blessed with a daughter, the late Diane Letitia Plummer; her five
1718 grandchildren and eight great-grandchildren were a source of
1819 much pride and joy for her; and
1920 WHEREAS, The family moved to Houston in 1949, and she
2021 earned a master's degree in counseling from Texas Southern
2122 University in 1954; she enjoyed a distinguished career as an
2223 educator and first served as a counselor at Houston's Phillis
2324 Wheatley High School; she later became the executive director of
2425 Guidance and Counseling with the Houston Independent School
2526 District, and she became known for her efforts to channel
2627 minority students toward college instead of toward trade
2728 schools; and
2829 WHEREAS, A woman of wisdom, courage, and determination,
2930 she gave unselfishly to others, and she will long be remembered
3031 for her radiant smile, her curiosity and thirst for knowledge,
3132 and her enthusiasm for living each day to the fullest; and
3233 WHEREAS, She was a devoted wife, mother, and grandmother,
3334 and she leaves behind memories that will be cherished forever by
3435 her family and friends; now, therefore, be it
3536 RESOLVED, That the Senate of the State of Texas, 87th
3637 Legislature, 2nd Called Session, hereby extend sincere
3738 condolences to the bereaved family of Letitia Washington
3839 Plummer; and, be it further
3940 RESOLVED, That a copy of this Resolution be prepared for
4041 her family as an expression of deepest sympathy from the Texas
4142 Senate and that when the Senate adjourns this day, it do so in
4243 memory of Letitia Plummer.
