22 WHEREAS, The Texas Senate is pleased to recognize one of
33 its most visible and valued employees, Rick DeLeon, on his
44 retirement as the Senate's sergeant-at-arms, bringing to a close
55 a distinguished career in state service that has spanned more
66 than three decades; and
77 WHEREAS, In his 15 years with the Senate, Rick DeLeon has
88 become renowned for his strong work ethic, his serious demeanor
99 that belies an endlessly giving nature, and his unwavering
1010 dedication to the institution; Senate staffers have come to rely
1111 on Rick for his advice and his ability to solve problems, and the
1212 Texas Senate is indeed fortunate to have been the beneficiary of
1313 his servant's heart; and
1414 WHEREAS, A veteran of the United States Marine Corps, Rick
1515 began his career in state service as a highway patrolman with the
1616 Texas Department of Public Safety; he became certified as a scuba
1717 diver and joined the department's dive recovery team, and he rose
1818 through the ranks during his 17 years with the agency to become a
1919 part of Governor Rick Perry's security detail and a trusted
2020 member of the security team for the governor's own dives, a duty
2121 he took particular delight in; and
2222 WHEREAS, Rick joined the Texas Senate in 2006 as the
2323 assistant sergeant-at-arms and was sworn in as the Senate's
2424 sergeant-at-arms the following year; in this post, he has
2525 maintained order and decorum in the Senate Chamber and overseen
2626 his office's numerous employees, which include assistant
2727 sergeants, car guards, porters, and messengers; a believer in
2828 preparedness, Rick is known for his ability to effectively train
2929 messengers and assistant sergeants on committee and floor
3030 processes and in security awareness, including being watchful
3131 for suspicious activity and evacuating committee rooms; the
3232 skills he has taught his employees have allowed many of them to go
3333 on to thrive in positions elsewhere in the Capitol; and
3434 WHEREAS, Rick served as president of the National
3535 Legislative Services and Security Association, which has honored
3636 him with multiple accolades, including the association's highest
3737 honor, the Tony Beard Memorial Award, in recognition of his
3838 outstanding service and accomplishments; and
3939 WHEREAS, An avid outdoorsman, Rick has provided game from
4040 his hunting trips to create his popular chili to help fund the
4141 Senate's annual holiday party, showing that even in his leisure
4242 activities he was dedicated to the Texas Senate; and
4343 WHEREAS, Throughout his career, Rick has benefited from
4444 the loving support of his wife, Sissy, and their children, Ricky
4545 and Selena; his retirement will provide him the opportunity to
4646 further dote on his four, and soon to be five, grandchildren;
4747 while to the Senate he is known for his emotional discipline and
4848 professional conduct, to his grandchildren he is known simply as
4949 Gru, from Minions movie fame, and he lovingly answers them when
5050 they call out for their beloved Gru; and
5151 WHEREAS, An esteemed public servant, Rick DeLeon has long
5252 held the respect and admiration of all who work in the Capitol,
5353 and his presence as the Senate's sergeant-at-arms will be greatly
5454 missed by senators, staff members, and colleagues alike; now,
5555 therefore, be it
5656 RESOLVED, That the Senate of the State of Texas, 87th
5757 Legislature, 2nd Called Session, hereby commend Rick DeLeon on
5858 his exceptional service as the Senate's sergeant-at-arms and
5959 extend to him best wishes for happiness in the retirement years
6060 ahead; and, be it further
6161 RESOLVED, That a copy of this Resolution be prepared for
6262 him as an expression of highest regard from the Texas Senate.
