2	2	WHEREAS, The Texas Senate is pleased to recognize one of
3	3	its most visible and valued employees, Rick DeLeon, on his
4	4	retirement as the Senate's sergeant-at-arms, bringing to a close
5	5	a distinguished career in state service that has spanned more
6	6	than three decades; and
7	7	WHEREAS, In his 15 years with the Senate, Rick DeLeon has
8	8	become renowned for his strong work ethic, his serious demeanor
9	9	that belies an endlessly giving nature, and his unwavering
10	10	dedication to the institution; Senate staffers have come to rely
11	11	on Rick for his advice and his ability to solve problems, and the
12	12	Texas Senate is indeed fortunate to have been the beneficiary of
13	13	his servant's heart; and
14	14	WHEREAS, A veteran of the United States Marine Corps, Rick
15	15	began his career in state service as a highway patrolman with the
16	16	Texas Department of Public Safety; he became certified as a scuba
17	17	diver and joined the department's dive recovery team, and he rose
18	18	through the ranks during his 17 years with the agency to become a
19	19	part of Governor Rick Perry's security detail and a trusted
20	20	member of the security team for the governor's own dives, a duty
21	21	he took particular delight in; and
22	22	WHEREAS, Rick joined the Texas Senate in 2006 as the
23	23	assistant sergeant-at-arms and was sworn in as the Senate's
24	24	sergeant-at-arms the following year; in this post, he has
25	25	maintained order and decorum in the Senate Chamber and overseen
26	26	his office's numerous employees, which include assistant
27	27	sergeants, car guards, porters, and messengers; a believer in
28	28	preparedness, Rick is known for his ability to effectively train
29	29	messengers and assistant sergeants on committee and floor
30	30	processes and in security awareness, including being watchful
31	31	for suspicious activity and evacuating committee rooms; the
32	32	skills he has taught his employees have allowed many of them to go
33	33	on to thrive in positions elsewhere in the Capitol; and
34	34	WHEREAS, Rick served as president of the National
35	35	Legislative Services and Security Association, which has honored
36	36	him with multiple accolades, including the association's highest
37	37	honor, the Tony Beard Memorial Award, in recognition of his
38	38	outstanding service and accomplishments; and
39	39	WHEREAS, An avid outdoorsman, Rick has provided game from
40	40	his hunting trips to create his popular chili to help fund the
41	41	Senate's annual holiday party, showing that even in his leisure
42	42	activities he was dedicated to the Texas Senate; and
43	43	WHEREAS, Throughout his career, Rick has benefited from
44	44	the loving support of his wife, Sissy, and their children, Ricky
45	45	and Selena; his retirement will provide him the opportunity to
46	46	further dote on his four, and soon to be five, grandchildren;
47	47	while to the Senate he is known for his emotional discipline and
48	48	professional conduct, to his grandchildren he is known simply as
49	49	Gru, from Minions movie fame, and he lovingly answers them when
50	50	they call out for their beloved Gru; and
51	51	WHEREAS, An esteemed public servant, Rick DeLeon has long
52	52	held the respect and admiration of all who work in the Capitol,
53	53	and his presence as the Senate's sergeant-at-arms will be greatly
54	54	missed by senators, staff members, and colleagues alike; now,
55	55	therefore, be it
56	56	RESOLVED, That the Senate of the State of Texas, 87th
57	57	Legislature, 2nd Called Session, hereby commend Rick DeLeon on
58	58	his exceptional service as the Senate's sergeant-at-arms and
59	59	extend to him best wishes for happiness in the retirement years
60	60	ahead; and, be it further
61	61	RESOLVED, That a copy of this Resolution be prepared for
62	62	him as an expression of highest regard from the Texas Senate.
