8 | 8 | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | |
9 | 9 | SECTION 1. Subchapter I, Chapter 2166, Government Code, is | |
10 | 10 | amended by adding Section 2166.4021 to read as follows: | |
11 | 11 | Sec. 2166.4021. DEMAND RESPONSE TECHNOLOGY FOR STATE | |
12 | 12 | BUILDINGS. (a) The commission by rule shall adopt guidelines for | |
13 | 13 | the required use of demand response technology in state-owned | |
14 | 14 | buildings, including buildings otherwise exempt from this chapter | |
15 | 15 | under Section 2166.003, to reduce energy consumption for the | |
16 | 16 | buildings in response to energy supply constraints. | |
17 | 17 | (b) The guidelines adopted under Subsection (a) must | |
18 | 18 | require the remote reduction of building energy consumption by at | |
19 | 19 | least 30 percent during: | |
20 | 20 | (1) weather or energy emergencies; and | |
21 | 21 | (2) peak demand days as determined by the independent | |
22 | 22 | organization certified under Section 39.151, Utilities Code. | |
23 | 23 | SECTION 2. The Texas Facilities Commission shall adopt the | |
24 | 24 | guidelines required by Section 2166.4021, Government Code, as added | |
25 | 25 | by this Act, not later than February 1, 2022. | |
26 | 26 | SECTION 3. This Act takes effect on the 91st day after the | |
27 | 27 | last day of the legislative session. |
