6	6	AN ACT
7	7	relating to the eligibility of the Professional Bull Riders World
8	8	Finals for funding under the Major Events Reimbursement Program.
9	9	BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
10	10	SECTION 1. Sections 478.0001(3) and (7), Government Code,
11	11	as amended by Chapters 10 (H.B. 1472), 102 (S.B. 1265), 605 (S.B.
12	12	1155), and 915 (H.B. 3607), Acts of the 87th Legislature, Regular
13	13	Session, 2021, are reenacted and amended to read as follows:
14	14	(3) "Event" means any of the following and includes
15	15	any activity related to or associated with the following:
16	16	(A) the Academy of Country Music Awards;
17	17	(B) the Amateur Athletic Union Junior Olympic
18	18	Games;
19	19	(C) a Big 12 Football Conference Championship
20	20	game;
21	21	(D) the Breeders' Cup World Championships;
22	22	(E) a game of the College Football Playoff or its
23	23	successor;
24	24	(F) the Confederation of North, Central America
25	25	and Caribbean Association Football (Concacaf) Gold Cup;
26	26	(G) [(F)] a CONVRG conference;
27	27	(H) [(G)] an Elite Rodeo Association World
28	28	Championship;
29	29	(I) [(H)] a Formula One automobile race;
30	30	(J) [(I)] the largest event held each year at a
31	31	sports entertainment venue in this state with a permanent seating
32	32	capacity, including grandstand and premium seating, of at least
33	33	125,000 on September 1, 2021;
34	34	(K) [(J)] the Major League Baseball All-Star
35	35	Game;
36	36	(L) [(K)] the Major League Soccer All-Star Game
37	37	or the Major League Soccer Cup;
38	38	(M) [(L)] a mixed martial arts championship;
39	39	(N) [(M)] the Moto Grand Prix of the United
40	40	States;

87	87	(D) the College Football Playoff Administration,
88	88	LLC, or its successor;
89	89	(E) the Commission on Presidential Debates;
90	90	(F) the Confederation of North, Central America
91	91	and Caribbean Association Football (Concacaf);
92	92	(G) [(F)] the Democratic National Committee;
93	93	(H) [(G)] Dorna Sports;
94	94	(I) [(H)] the Elite Rodeo Association;
95	95	(J) [(I)] Encore Live;
96	96	(K) [(J)] ESPN or an affiliate;
97	97	(L) [(K)] the Federation Internationale de
98	98	Football Association (FIFA);
99	99	(M) [(L)] the International World Games
100	100	Association;

131	131	SECTION 2. Section 478.0053, Government Code, is amended to
132	132	read as follows:
133	133	Sec. 478.0053. EXEMPTION FROM CERTAIN ELIGIBILITY
134	134	REQUIREMENT FOR CERTAIN LARGE EVENTS [VENUES]. Section
135	135	478.0051(b)(1) does not apply to an event described by Section
136	136	478.0001(3)(J) [478.0001(3)(H)]. If an endorsing municipality or
137	137	endorsing county requests the office to make a determination under
138	138	Section 478.0102 for an event described by Section 478.0001(3)(J)
139	139	[478.0001(3)(H)], the remaining provisions of this chapter apply to
140	140	that event as if the event satisfied the eligibility requirements
141	141	under Section 478.0051(b)(1).
142	142	SECTION 3. This Act takes effect immediately if it receives
143	143	a vote of two-thirds of all the members elected to each house, as
144	144	provided by Section 39, Article III, Texas Constitution. If this
145	145	Act does not receive the vote necessary for immediate effect, this
146	146	Act takes effect on the 91st day after the last day of the
147	147	legislative session.
