99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Sections 478.0001(3) and (7), Government Code,
1111 as amended by Chapters 10 (H.B. 1472), 102 (S.B. 1265), 605 (S.B.
1212 1155), and 915 (H.B. 3607), Acts of the 87th Legislature, Regular
1313 Session, 2021, are reenacted and amended to read as follows:
1414 (3) "Event" means any of the following and includes
1515 any activity related to or associated with the following:
1616 (A) the Academy of Country Music Awards;
1717 (B) the Amateur Athletic Union Junior Olympic
1818 Games;
1919 (C) a Big 12 Football Conference Championship
2020 game;
2121 (D) the Breeders' Cup World Championships;
2222 (E) a game of the College Football Playoff or its
2323 successor;
2424 (F) the Confederation of North, Central America
2525 and Caribbean Association Football (Concacaf) Gold Cup;
2626 (G) [(F)] a CONVRG conference;
2727 (H) [(G)] an Elite Rodeo Association World
2828 Championship;
2929 (I) [(H)] a Formula One automobile race;
3030 (J) [(I)] the largest event held each year at a
3131 sports entertainment venue in this state with a permanent seating
3232 capacity, including grandstand and premium seating, of at least
3333 125,000 on September 1, 2021;
3434 (K) [(J)] the Major League Baseball All-Star
3535 Game;
3636 (L) [(K)] the Major League Soccer All-Star Game
3737 or the Major League Soccer Cup;
3838 (M) [(L)] a mixed martial arts championship;
3939 (N) [(M)] the Moto Grand Prix of the United
4040 States;
4141 (O) [(N)] the National Association for Stock Car
4242 Auto Racing (NASCAR):

9393 (H) [(G)] Dorna Sports;
9494 (I) [(H)] the Elite Rodeo Association;

9696 (K) [(J)] ESPN or an affiliate;
9797 (L) [(K)] the Federation Internationale de
9898 Football Association (FIFA);

131131 SECTION 2. Section 478.0053, Government Code, is amended to
132132 read as follows:
133133 Sec. 478.0053. EXEMPTION FROM CERTAIN ELIGIBILITY
134134 REQUIREMENT FOR CERTAIN LARGE EVENTS [VENUES]. Section
135135 478.0051(b)(1) does not apply to an event described by Section
136136 478.0001(3)(J) [478.0001(3)(H)]. If an endorsing municipality or
137137 endorsing county requests the office to make a determination under
138138 Section 478.0102 for an event described by Section 478.0001(3)(J)
139139 [478.0001(3)(H)], the remaining provisions of this chapter apply to
140140 that event as if the event satisfied the eligibility requirements
141141 under Section 478.0051(b)(1).
142142 SECTION 3. This Act takes effect immediately if it receives
143143 a vote of two-thirds of all the members elected to each house, as
144144 provided by Section 39, Article III, Texas Constitution. If this
145145 Act does not receive the vote necessary for immediate effect, this
146146 Act takes effect on the 91st day after the last day of the
147147 legislative session.
