56 WHEREAS, The life of a distinguished public servant drew to a
67 close with the death of former state representative Roberto
78 Gutierrez of McAllen on December 28, 2019, at the age of 83; and
89 WHEREAS, Roberto Gutierrez was born on June 11, 1936;
910 answering his nation's call to duty, he served in the 49th Armored
1011 Division of the U.S. Army, rising to the rank of sergeant, and he
1112 went on to serve another 10 years in the Texas National Guard; in
1213 civilian life, he earned a master's degree in education and enjoyed
1314 a career as a secondary school teacher and counselor and as a
1415 businessman; and
1516 WHEREAS, First elected to the State Legislature from
1617 District 41 in 1990, Representative Gutierrez served for 14 years,
1718 and he devoted his tenure in office to expanding education in the
1819 Rio Grande Valley, promoting public safety, and improving access to
1920 health services; he was a member of the Appropriations, Public
2021 Safety, and Financial Institutions Committees, among others, and
2122 his many achievements included authoring the bill that created
2223 South Texas Community College, helping to increase funding for The
2324 University of Texas-Pan American, promoting an early diabetes
2425 detection program for children, and playing a lead role in creating
2526 the UT Regional Academic Health Center, which served as the
2627 foundation for the UTRGV School of Medicine; and
2728 WHEREAS, Representative Gutierrez shared a loving union with
2829 his wife, Cecilia Carmen Gutierrez, that spanned 56 years until her
2930 death in 2017, and he was the proud father of three children,
3031 Roberto, Gilda, and Sara; with the passing years, he had the
3132 pleasure of welcoming into his family seven grandchildren, Roberto
3233 Daniel, A. Cecilia, Iris Isabelle, Joel Roberto, Sarita Cecilia,
3334 Gabriela Marie, and Andrea Renee; and
3435 WHEREAS, Living up to his motto "dale gas," which is Spanish
3536 for "go forward," Roberto Gutierrez led a rich and purposeful life
3637 dedicated to the service of others, and he leaves behind a legacy
3738 that will continue to inspire all those who knew and loved him; now,
3839 therefore, be it
3940 RESOLVED, That the 87th Legislature of the State of Texas,
4041 3rd Called Session, hereby pay tribute to the memory of the
4142 Honorable Roberto Gutierrez and extend heartfelt sympathy to his
4243 family and many friends; and, be it further
4344 RESOLVED, That an official copy of this resolution be
4445 prepared for his family and that when the Texas House of
4546 Representatives and Senate adjourn this day, they do so in memory of
4647 Roberto Gutierrez.
