5	6		WHEREAS, The life of a distinguished public servant drew to a
6	7		close with the death of former state representative Roberto
7	8		Gutierrez of McAllen on December 28, 2019, at the age of 83; and
8	9		WHEREAS, Roberto Gutierrez was born on June 11, 1936;
9	10		answering his nation's call to duty, he served in the 49th Armored
10	11		Division of the U.S. Army, rising to the rank of sergeant, and he
11	12		went on to serve another 10 years in the Texas National Guard; in
12	13		civilian life, he earned a master's degree in education and enjoyed
13	14		a career as a secondary school teacher and counselor and as a
14	15		businessman; and
15	16		WHEREAS, First elected to the State Legislature from
16	17		District 41 in 1990, Representative Gutierrez served for 14 years,
17	18		and he devoted his tenure in office to expanding education in the
18	19		Rio Grande Valley, promoting public safety, and improving access to
19	20		health services; he was a member of the Appropriations, Public
20	21		Safety, and Financial Institutions Committees, among others, and
21	22		his many achievements included authoring the bill that created
22	23		South Texas Community College, helping to increase funding for The
23	24		University of Texas-Pan American, promoting an early diabetes
24	25		detection program for children, and playing a lead role in creating
25	26		the UT Regional Academic Health Center, which served as the
26	27		foundation for the UTRGV School of Medicine; and
27	28		WHEREAS, Representative Gutierrez shared a loving union with
28	29		his wife, Cecilia Carmen Gutierrez, that spanned 56 years until her
29	30		death in 2017, and he was the proud father of three children,
30	31		Roberto, Gilda, and Sara; with the passing years, he had the
31	32		pleasure of welcoming into his family seven grandchildren, Roberto
32	33		Daniel, A. Cecilia, Iris Isabelle, Joel Roberto, Sarita Cecilia,
33	34		Gabriela Marie, and Andrea Renee; and
34	35		WHEREAS, Living up to his motto "dale gas," which is Spanish
35	36		for "go forward," Roberto Gutierrez led a rich and purposeful life
36	37		dedicated to the service of others, and he leaves behind a legacy
37	38		that will continue to inspire all those who knew and loved him; now,
38	39		therefore, be it
39	40		RESOLVED, That the 87th Legislature of the State of Texas,
40	41		3rd Called Session, hereby pay tribute to the memory of the
41	42		Honorable Roberto Gutierrez and extend heartfelt sympathy to his
42	43		family and many friends; and, be it further
43	44		RESOLVED, That an official copy of this resolution be
44	45		prepared for his family and that when the Texas House of
45	46		Representatives and Senate adjourn this day, they do so in memory of
46	47		Roberto Gutierrez.
