6 | 6 | | WHEREAS, The passage of the George Floyd Justice in Policing |
---|
7 | 7 | | Act is critical to holding police accountable, ending racial |
---|
8 | 8 | | profiling, and building trust between law enforcement and local |
---|
9 | 9 | | communities; and |
---|
10 | 10 | | WHEREAS, The George Floyd Justice in Policing Act will |
---|
11 | 11 | | establish national standards to combat the very preventable public |
---|
12 | 12 | | health and human rights crisis of police brutality; in addition to |
---|
13 | 13 | | prohibiting federal, state, and local law enforcement from racial, |
---|
14 | 14 | | religious, and discriminatory profiling, the measure will require |
---|
15 | 15 | | law enforcement to collect data on all investigatory activities; it |
---|
16 | 16 | | will establish federal deadly force standards and save lives by |
---|
17 | 17 | | limiting the use of military equipment by police and by banning |
---|
18 | 18 | | deadly and discriminatory practices such as choke holds and |
---|
19 | 19 | | no-knock warrants in drug cases; and |
---|
20 | 20 | | WHEREAS, The act will also hold police accountable by making |
---|
21 | 21 | | it easier to prosecute police misconduct and allow individuals to |
---|
22 | 22 | | recover damages in civil court; the Department of Justice Civil |
---|
23 | 23 | | Rights Division will be given greater subpoena power to investigate |
---|
24 | 24 | | police misconduct, and a nationwide registry will be created to |
---|
25 | 25 | | prevent problematic officers from avoiding accountability by |
---|
26 | 26 | | moving jurisdictions; and |
---|
27 | 27 | | WHEREAS, All Americans deserve to live free from the threat |
---|
28 | 28 | | of wanton police violence and misconduct, and it is incumbent on the |
---|
29 | 29 | | federal government to pass comprehensive police reform; now, |
---|
30 | 30 | | therefore, be it |
---|
31 | 31 | | RESOLVED, That the 87th Legislature of the State of Texas, |
---|
32 | 32 | | 3rd Called Session, hereby respectfully urge the U.S. Congress to |
---|
33 | 33 | | pass the George Floyd Justice in Policing Act; and, be it further |
---|
34 | 34 | | RESOLVED, That the Texas secretary of state forward official |
---|
35 | 35 | | copies of this resolution to the president of the United States, to |
---|
36 | 36 | | the president of the Senate and the speaker of the House of |
---|
37 | 37 | | Representatives of the United States Congress, and to all the |
---|
38 | 38 | | members of the Texas delegation to Congress with the request that |
---|
39 | 39 | | this resolution be entered in the Congressional Record as a |
---|
40 | 40 | | memorial to the Congress of the United States of America. |
