55 A JOINT RESOLUTION
66 proposing a constitutional amendment relating to observing
77 standard time year-round or observing daylight saving time
88 year-round based on the results of a statewide referendum.
99 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Article XVI, Texas Constitution, is amended by
1111 adding Section 74 to read as follows:
1212 Sec. 74. (a) The legislature by general law may:
1313 (1) hold a statewide referendum that allows the voters
1414 to indicate a preference for either:
1515 (A) observing standard time year-round; or
1616 (B) observing daylight saving time year-round;
1717 and
1818 (2) enact a law based on the results of the referendum
1919 providing for the state to observe standard time year-round or to
2020 observe daylight saving time year-round.
2121 (b) A statewide referendum described by Subsection (a) of
2222 this section that is held on the same day as the election on the
2323 constitutional amendment to add this section to this article is
2424 hereby validated.
2525 SECTION 2. This proposed constitutional amendment shall be
2626 submitted to the voters at an election to be held May 7, 2022. The
2727 ballot shall be printed to permit voting for or against the
2828 proposition: "The constitutional amendment authorizing the state
2929 to conduct a statewide referendum to allow the voters to choose
3030 between observing standard time year-round and observing daylight
3131 saving time year-round and authorizing the legislature to enact
3232 legislation that gives effect to the option preferred by a majority
3333 of the voters voting in the statewide referendum."
