55 A JOINT RESOLUTION
66 proposing a constitutional amendment to require that the
77 apportionment of members of the United States House of
88 Representatives elected from this state be based on the most recent
99 United States decennial census and preserve communities of interest
1010 to the extent practicable.
1111 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1212 SECTION 1. Article III, Texas Constitution, is amended by
1313 adding Section 26a to read as follows:
1414 Sec. 26a. (a) The members of the United States House of
1515 Representatives elected from this state shall be apportioned as
1616 nearly as may be on a ratio obtained by dividing the population of
1717 the state, as ascertained by the most recent United States
1818 decennial census, by the number of members of the United States
1919 House of Representatives elected from this state.
2020 (b) The apportionment of members of the United States House
2121 of Representatives elected from this state shall to the extent
2222 practicable keep intact communities of interest defined by social,
2323 economic, racial, ethnic, cultural, industrial, commercial, and
2424 geographic commonalities.
2525 SECTION 2. This proposed constitutional amendment shall be
2626 submitted to the voters at an election to be held November 8, 2022.
2727 The ballot shall be printed to permit voting for or against the
2828 proposition: "The constitutional amendment to require that the
2929 apportionment of members of the United States House of
3030 Representatives elected from this state be based on the most recent
3131 United States decennial census and preserve communities of interest
3232 to the extent practicable."
